Mapo-gu Public Service Culture Basics 'Integrity Easy!'

Mapo-gu (Mayor Park Gang-su) has set the goal of "Achieving Integrity in Mapo through Zero Corruption" this year and is embarking on a new challenge to improve internal and external integrity levels.


The district plans to focus on promoting integrity measures that satisfy both Mapo residents and public officials, reflecting the recent social reality where the departure of low-tenure public officials due to rigid internal culture and unreasonable practices in the public sector has significantly increased, while raising the integrity level of civil administration.


First, Mapo-gu will organize an "Integrity Promotion Council" composed of the mayor, heads of departments, and heads of departments related to permits, finance, taxation, and subsidies to discover and implement definite integrity policies.


Centered on the Integrity Promotion Council, the district will activate preventive programs such as the "One Department, One Integrity Policy Responsibility System" reflecting the characteristics of each department's work, strengthening proactive administration, sending "Integrity Talk" messages to complainants in integrity-sensitive areas such as permit affairs, and issuing periodic "Integrity Alerts."


Communication among employees will be strengthened, and a culture of mutual respect will be spread. To this end, integrity leadership practiced by senior officials will be emphasized, and middle managers' communication skills with employees will be enhanced.


Additionally, a reliable personnel administration system will be established to implement fair personnel management and create a work environment that guarantees work-life balance.


Integrity education and campaigns for employees will move away from the existing rigid format, and from this year, participatory education through role-playing will be promoted. The district plans to create and distribute educational materials based on realistic experiences and cases from employees through contests and conduct tailored integrity education segmented by rank.


On the 2nd, Mapo-gu launched the first integrity campaign of the year, the "Integrity Easy! Creating a Culture of Mutual Respect" movement. The entire executive team, including Mayor Park Gang-su, participated and produced a short video with role-playing about appropriate language and behavior in the workplace, which has been shared through "Mapo TV" and Mapo-gu's official YouTube channel, receiving positive responses from employees.


Mayor Park Gang-su of Mapo-gu said, "The foundation of public service culture is integrity," adding, "In civil administration, proactive administration based on laws and principles must be practiced, and within the organization, a two-way effort to change the rigid public service culture through smooth communication and mutual respect is necessary."


He continued, "This year, we will devote efforts to improving internal and external integrity levels so that both Mapo residents and employees can gain trust and satisfaction with the belief that 'Mapo is Integrity!'"
