Gumi-si, Notification for Reporting Operation of Dog Meat Food Handling Businesses

Operation Report Submission by May 7 This Year

Implementation Plan Submission by August 5

Gumi City in Gyeongbuk Province is accepting operation reports and implementation plans from businesses (such as general restaurants and health centers) that handle foods made using dogs as raw materials, including Boshintang and Gaesojoo, following the promulgation and enforcement of the "Special Act on the Termination of Dog Breeding, Slaughter, and Distribution for Food Purposes."

According to the enforcement of the "Special Act on the Termination of Dog Consumption," after a three-year grace period, from February 2027, the breeding, slaughtering, distribution, and sale of dogs for food purposes will be prohibited.


General restaurants, health centers, and other establishments that handle dogs for food purposes must submit an operation report including the business name, average annual dog meat usage, sales amount, and supporting documents by May 7, 2024, and an implementation plan including plans for closure or business conversion by August 5, 2024, to the Food Hygiene Division of the City Hall.


If these documents are not submitted within the deadline, a fine of up to 3 million KRW may be imposed according to relevant laws.


Gumi City plans to visit the businesses that have submitted reports to check their operational status and continuously manage compliance with the implementation plans until closure or business conversion.


Min Myeong-sook, head of the Food Hygiene Division, said, “With the enforcement of the Special Act on the Termination of Dog Consumption, we hope that related workers will submit the operation reports and implementation plans within the deadline to avoid administrative penalties or other disadvantages.”
