Operating Two Day-Night Unauthorized Dumping Crackdown Teams Twice Weekly for One Month... Ongoing Until May 15
Focused Patrols on Unreported Large Waste Disposal and Non-Use of Designated Bags
Over 700 Sites Inspected as of May 2... Combined with Guidance and Public Awareness on Disposal Methods
Yongsan-gu, Seoul (District Mayor Park Hee-young) will continue intensive crackdowns on illegal dumping within the Hannam 3 Redevelopment Promotion Zone (hereinafter Hannam 3 Zone) until May 15, coinciding with the concentrated relocation period in the area.
Since April 6, the district has been conducting this focused crackdown to ensure the residential environment for households yet to relocate within the Hannam 3 Zone and to prevent local slum formation.
The illegal dumping crackdown is carried out twice a week (Wednesdays from 7 PM to 11 PM, and Saturdays for 4 hours between 9 AM and 6 PM) by two teams of two-person patrol units deployed in the Hannam-dong and Bogwang-dong areas of the Hannam 3 Zone. However, the operations will be suspended on the 22nd National Assembly election day (April 10) and the Children's Day holiday weekend (May 4?5).
The main targets for enforcement include ▲unreported disposal of large waste items ▲failure to use designated volume-based waste bags ▲mixing of general waste and recyclables. Violators of waste disposal regulations will be fined up to 1 million KRW.
As of April 2, the district inspected approximately 700 locations within the Hannam 3 Zone and detected 34 cases of illegal dumping violations. Among these, 24 cases received guidance and 10 cases were fined a total of 1 million KRW.
A district official explained, “Considering the recent high inflation, we are minimizing fines and focusing on guidance and public awareness during patrols. Although we are identifying personal information from the waste, it is often difficult to proceed to the stage of imposing fines.”
In particular, large waste disposal options have been expanded to prevent illegal dumping by reflecting the opinions of relocating residents. Besides disposal through the association, residents can now report and dispose of items appropriately at the Hannam-dong or Bogwang-dong community centers. However, reported large waste must be placed directly in locations accessible to collection vehicles without obstructing vehicle or pedestrian traffic.
Park Hee-young, Mayor of Yongsan-gu, stated, “Since the Hannam 3 Zone is large and the relocation period is long, we are paying close attention to supporting a safe and smooth relocation process. Until the relocation is complete, the district and the association will cooperate to do our best to reduce illegal dumping.”
Meanwhile, relocation for over 8,300 households in the Hannam 3 Zone began on November 30 last year. Approximately 6,500 of these households are tenants, and considering procedures such as compensation for commercial tenant losses, the relocation is expected to take about two years to complete.
