On the 3rd, Changwon Special City in Gyeongnam held a strategy briefing session in the city hall’s administrative meeting room to discover new special administrative tasks to be included in the enactment of the "Special Act on Support for Special Cities" (hereinafter referred to as the Special Cities Special Act).

The briefing session was organized to review 21 customized special administrative tasks for Changwon City, such as the previously discovered but not yet legislated "comprehensive coordination of logistics policies," and to establish strategies by integrating 30 newly discovered special administrative tasks.
The newly discovered special administrative tasks were selected mainly to simplify unnecessary administrative procedures, such as "simplifying procedures when changing district unit plans in GB release areas," "approval of the basic urban plan," and "establishment of a special city for the local industrial complex planning review committee when designating industrial complexes." These tasks aim to drive regional development through policies tailored to local characteristics and to directly reflect the opinions of the special city mayor from the planning and review stages when implementing large-scale national projects.
The enactment of the "Special Cities Special Act" was a commitment made by President Yoon Seok-yeol at the public livelihood discussion held on March 25, promising to enact a special law to enable administration befitting special cities and provide support.
Accordingly, on March 27, Changwon City proposed special administrative tasks to be reflected in the enactment bill, including the expansion of the scope of improvement projects for metropolitan area traffic congestion roads and the maintenance of the status of special cities outside the metropolitan area.
With the enactment of the "Special Cities Special Act," it is expected that additional special administrative tasks will be promptly granted and a support system for special cities systematically linked to regional development will be established.
Jang Geum-yong, the first deputy mayor, stated, “To establish an institutional foundation for special cities and receive practical support, it is important for special cities, which face citizens on the front lines of administration, to directly request and enforce what is necessary to the central government ministries.” He added, “We will continue to propose to the relevant ministries to ensure that the newly reported special administrative tasks are included in the ‘Special Cities Special Act.’”
Meanwhile, Changwon Special City plans to continuously request the Ministry of the Interior and Safety to prepare related legislative amendments by the end of June to maintain its status as a special city.
