Creating a High-End Residential Complex in Sinnae 4 District, Jungnang-gu

Jungnang-gu (District Mayor Ryu Kyung-gi) is set to develop the area near Sinnae Interchange (IC) into a high-quality residential complex featuring distinctive green spaces.


On the 28th of last month, the Sinnae 4 Public Housing District plan and the amendment to the housing construction project plan were conditionally approved by the Seoul Public Housing Integrated Deliberation Committee.


With this approval, a three-dimensional park will be constructed on the artificial land above the Northern Arterial Road between Sinnae IC and Jungnang IC, alongside a public housing complex consisting of a total of 788 units on the adjacent land.


The original plan to develop public housing and a park together on the artificial land was revised to enhance project feasibility.


The Sinnae 4 Public Housing Project, promoted by Seoul City (executed by SH Corporation), had seen no progress over the past two years since the housing construction project plan was approved in January 2022, due to the need for project feasibility improvements.


In response, the district proposed the introduction of social overhead capital (SOC) facilities reflecting residents’ opinions to expedite the project’s resumption and actively provided consultation feedback on Seoul City’s proposed project plan amendments.


In February this year, a public notice was issued to collect residents’ opinions on the ‘Seoul Sinnae 4 (Northern Arterial Road Three-Dimensional Project) Public Housing District Designation Amendment and Off-District Project Amendments,’ supporting smooth deliberation.


Thus, the Sinnae 4 Public Housing Project, now on a stable track, is planned to commence construction in 2025 and be completed by 2028. The main elements of the project plan include public housing with 788 units ranging from four basement levels to 25 floors above ground, social overhead capital facilities, and a three-dimensional park on the artificial land above the Northern Arterial Road.


Notably, the social overhead capital facilities will include a multipurpose gymnasium, a youth reading room, and a national/public daycare center, which are expected to expand previously insufficient public services and improve the quality of life for local residents.


The three-dimensional park, covering 25,902 square meters, will be developed as a complex urban park where all local residents can enjoy leisure activities. Additionally, by creating the artificial land, the area around Sinnae IC, which had been cut off by the Northern Arterial Road, will be connected for pedestrian access, bringing innovative changes to the urban space.


Ryu Kyung-gi, Mayor of Jungnang-gu, stated, “With the integrated deliberation approval of the Sinnae 4 Public Housing Project, we have taken a step closer to revitalizing the area near Sinnae Station. We will continue to promote various urban development policies that lead innovative regional growth and enhance residents’ quality of life.”
