Jeju Coast Guard Produces Comic on 'Power Water Leisure Equipment Safety Inspection Certificate'

Jeju Maritime Police Station (Chief So Byung-yong) announced on the 18th that it has produced and distributed the fourth story of water leisure safety through comics titled “Mandatory Attachment of Safety Inspection Certificate for Powered Water Leisure Equipment.”

This comic was created to easily explain the newly established provisions in the law following the division of the existing “Water Leisure Safety Act” into the “Water Leisure Safety Act and the Act on Registration and Inspection of Water Leisure Equipment” (effective June 11, 2023).


According to the divided law, owners of powered water leisure equipment that have passed the safety inspection must receive an additional safety inspection certificate, in addition to the previously issued safety inspection document, and attach it to the right side of the registration number plate on the side of the powered water leisure equipment.


However, if it is difficult to attach the certificate to the right side of the registration number plate due to the structure of the equipment, it may be attached to another side.


The safety inspection certificate includes the year of inspection and the validity period. The certificate for personal powered water leisure equipment is blue with a validity period of 5 years, while the certificate for commercial powered water leisure equipment is orange with a validity period of 1 year.


The equipment subject to safety inspection includes water motorcycles, motorboats, rubber boats, and sailing yachts. Excluded are motorboats and sailing yachts over 20 tons, rubber boats that can be folded and transported after deflating the air, or those with propulsion engines of 30 horsepower or less.


A fine of 200,000 KRW will be imposed if the safety inspection certificate is not attached.

A Jeju Maritime Police official stated, “There have been many cases where, during personal water leisure activities, when a request for rescue was received due to engine failure or other reasons, the safety inspection validity period had expired upon reviewing related documents after moving to a safe location. By attaching the safety inspection certificate, owners of leisure equipment can recognize the validity period themselves and receive safety inspections within the deadline, which is expected to help with prior safety management.”
