The Public Procurement Service announced on the 18th that it will revise and implement the 'Detailed Evaluation Criteria for the Comprehensive Evaluation Bidding System for Construction Engineering.' The revised criteria will apply from the bidding announcements made on the same day.
The Comprehensive Evaluation Bidding System for Construction Engineering is a bidding system that comprehensively evaluates and reflects the capabilities of participating businesses, such as their performance and level of social responsibility, as well as the technical proposals for the task at hand, including the level of key personnel involved, alongside the proposed bid price.
The revision aims to reduce the burden on companies and enhance bidding convenience by improving unreasonable aspects of the bidding process, such as companies being unable to participate due to unpredictable reasons.
First, with the revision of the criteria, if a disqualification such as bankruptcy or insolvency occurs to some members of a joint venture during the bidding process, the remaining members can adjust their shares or add new members and then undergo re-evaluation.
Additionally, if a participating technician suddenly dies, falls ill, or is injured, it is now possible to replace them with a technician who has equal or higher qualifications. Furthermore, the scope of recognized achievements for evaluating the performance of participating technicians in the design field has been expanded, increasing bidding opportunities for small and medium-sized enterprises with fewer skilled technicians.

Im Byung-cheol, Director of the Technical Services Bureau at the Public Procurement Service, stated, “We will ensure that companies participating in the Comprehensive Evaluation Bidding System for Construction Engineering do not suffer disadvantages in the bidding process due to unpredictable or non-responsibility reasons.” He added, “The Public Procurement Service will continue to strive to resolve difficulties faced by companies in the field through ongoing procurement regulation innovation.”
