Seongbuk-gu Selected as an Excellent Institution for Two Consecutive Years in Comprehensive Active Administration Evaluation

Seongbuk-gu, Seoul (Mayor Lee Seung-ro) has been selected as an excellent institution for two consecutive years in the ‘2023 Comprehensive Evaluation of Proactive Administration by Local Governments’ hosted by the Ministry of the Interior and Safety.


The Ministry of the Interior and Safety conducts the ‘Comprehensive Evaluation of Proactive Administration by Local Governments’ targeting 243 local governments nationwide to spread proactive administration in public service culture. An evaluation team composed of private experts assessed a total of 18 indicators across five areas, including the establishment of proactive administration promotion plans, efforts to activate it, implementation performance, and perceived impact. This year, through a rigorous evaluation, 72 local governments in the top 30% were selected as excellent institutions.


The district operates various proactive administration systems, such as selecting outstanding proactive public officials and establishing protection and support systems for proactive administration, making diverse efforts to activate proactive administration.


In this evaluation, the institution head’s will to promote proactive administration and the effort to select outstanding proactive public officials reportedly received particularly high scores.


The district is also making efforts to establish proactive administration in the public service community. While providing basic proactive administration education to all public officials, it is also working to spread the culture of proactive administration through proactive administration case card news, proactive administration webtoons, and the production of excellent case collections. Seongbuk-gu public officials respond very positively to the district’s independent selection of 10 excellent proactive administration cases in the first and second halves of the year and the selection of 10 outstanding public officials who receive incentives.


The representative proactive administration case for the first half of 2023 in the district is the ‘One Thousand Won Breakfast Project.’ This project provides affordable yet healthy breakfasts to university youth amid rapidly rising prices that increase the burden of food expenses on young people. It is regarded as a case where administrative proactivity solved a social problem by reducing the food expense burden on youth and further taking care of their health.


The representative proactive administration case for the second half of 2023 is ‘Finding Seoul City Land Hidden for 48 Years to Expand Local Finance.’ In the process of Seoul City acquiring a total of 405 pyeong of land in 1975, only 155 pyeong with registration was transferred, while some unregistered parts (250 pyeong) were omitted. After 48 years, by discovering and completing preservation registration of this land, the district succeeded in recovering city-owned property worth 960 million KRW, thereby expanding local finances.


Lee Seung-ro, Mayor of Seongbuk-gu, said, “It was possible thanks to the efforts of Seongbuk-gu public officials who worked to provide better services to residents until being selected as an excellent institution for proactive administration for two consecutive years,” and added, “We will continue to establish a culture of practicing proactive administration more flexibly in daily life for a better daily life of residents.”
