Busan City Ranks First Among 17 Metropolitan Cities and Provinces in the Ministry of the Interior and Safety's Comprehensive Evaluation of Local Governments' Proactive Administration

On the 13th, Busan City was selected as the 'Final 1st Place' among 17 metropolitan cities and provinces in the '2023 Local Government Proactive Administration Comprehensive Evaluation' conducted by the Ministry of the Interior and Safety, following its selection as the 'Only Excellent Institution in the Metropolitan Area for the First Half of 2023.'

The Ministry of the Interior and Safety evaluated the comprehensive performance of 243 local governments nationwide in 2023 through the 'Proactive Administration Comprehensive Evaluation Team' composed of private experts and the 'Public Evaluation Team' to promote a culture of proactive administration. The evaluation was conducted by four groups?metropolitan cities/provinces and cities/counties/districts?based on 18 detailed and enhanced quantitative and qualitative indicators, including efforts to improve proactive administration systems and implementation performance.

As a result of the evaluation of the first half of 2023 in September last year, Busan City was the only metropolitan local government selected as an excellent institution.

In this evaluation, the city received high scores for its efforts to foster a culture of proactive administration across all areas, including the operation of proactive administration systems, and is scheduled to receive an award for excellence in June.

The city implemented various new policies such as the pilot operation of the proactive administration mileage system and the expansion of the visiting proactive administration consulting team. It also operated guidelines for protecting proactive administration officials, held joint meetings of proactive administration officers with districts/counties and public corporations/public institutions, and continuously selected outstanding proactive administration officials.

In particular, Busan City's 2023 exemplary cases of proactive administration that received high scores from both the Public Evaluation Team and the Proactive Administration Comprehensive Evaluation Team include ▲the nation's first smart tolling system on Gwangandaegyo Bridge that allows all lanes, all vehicle types, and non-stop toll payments ▲and the nation's first case of pursuing VAT refunds for performance halls in buildings under construction that operate both taxable and tax-exempt businesses.
