Busan Mayor Park Hyung-jun will personally inspect the safety status of two major vulnerable facilities in the western Busan area at 3 p.m. on the 13th to prepare for safety accidents during the thawing season.


The two vulnerable facilities to be visited are the large-scale civil engineering site of the 'Sasang-Hadan Line Urban Railway Construction Project' and the 'Seunghak District Steep Slope Maintenance Project' in Saha-gu, a high-risk area for steep slope collapse.


The 'Sasang-Hadan Line Urban Railway Construction Project' is the first phase of an urban railway line connecting Sasang, Hadan, Myeongji, and Noksan, with a total length of 6.9 km (7 stations). The total project cost is 837.5 billion KRW, construction began in 2016 (62% progress as of February 2024), and it aims to open by 2026.


The 'Saha-gu Seunghak District Steep Slope Maintenance Project' has been designated as a high-risk steep slope collapse area since March 2019 due to concerns about steep slopes, falling rocks, and slope erosion. The total project cost is 19.6 billion KRW, with completion targeted by this year.


This site inspection was arranged to directly check the safety management status of construction sites and project progress to prevent collapse accidents caused by ground weakening and cracks during the thawing season.


The thawing season from February to April is a period when the frozen ground surface from winter melts due to rising spring temperatures, increasing the risk of safety accidents such as collapse, toppling, and falling rocks.


The city is conducting proactive safety inspections on 1,328 major vulnerable facilities during the thawing season from February 15 to April 15.


On this day, Mayor Park plans to sequentially inspect the safety status of the Sasang-Hadan Line Urban Railway Construction Project site and the Saha-gu Seunghak District Steep Slope Maintenance Project site, receive reports on safety management measures for each site, and focus on checking cracks and subsidence at the construction sites. At the same time, he will carefully review measures to prevent industrial accidents.


The heads of related organizations, including the Saha District Office and the Busan Transportation Corporation, will also join Mayor Park’s site inspection.


Additionally, the city plans to immediately correct minor issues found during ongoing safety inspections, including those identified during Mayor Park’s site visit, and to repair and reinforce areas where safety accidents are likely to occur.


Mayor Park Hyung-jun stated, “During the thawing season, as the frozen ground melts and the ground weakens, the risk of safety accidents such as collapses increases, so proactive inspection activities to prevent various safety accidents are more important than anything else. I hope all organizations will do their best to prevent accidents during the thawing season through proactive safety inspections, and I also ask citizens to actively report any hazardous factors around facilities through the Safety Report Center during this period.”
