Han: "If We Prioritize, It Takes Forever
Must Achieve at Once with One-Shot Law"
Han Dong-hoon, Emergency Response Committee Chairman of the People Power Party, announced on the 11th that he will push for the so-called 'One-Shot Law for Seoul Incorporation and Gyeonggi Province Division' in the 22nd National Assembly after the general election.
On the same day, at a 'Gyeonggi-Seoul Renovation TF' citizen meeting held at a shopping center in Ilsandong-gu, Goyang-si, Gyeonggi Province, Chairman Han said, "If we prioritize by deciding to do only a few places, it will take forever. If we do it all at once with a one-shot law, it can be realized."

The People Power Party is considering creating separate administrative districts for areas in Gyeonggi Province that wish to be incorporated into Seoul and areas that want to be divided into the Gyeonggi Northern Special Autonomous Province. They are also reviewing the promotion of a one-shot law that would handle these matters in a single bill.
Chairman Han explained, "We will adjust the old districts of Gyeonggi Province, which have been maintained for nearly 60 to 70 years, to fit the current reality," adding, "This is not about immediately gathering people, but about making adjustments that fit reality and convenience for residents."
He cited the example of the 'Seoul Climate Companion Card' (a fixed fare card provided only for public transportation use within the Seoul area), saying, "That card actually cannot be used here (Goyang City), even though it is within the Seoul area," and added, "Such issues do not align with our actual living area and citizens' lives. It means we want to readjust."
Regarding the one-shot law, Chairman Han said, "This issue is not only about Goyang; Gimpo wants it too," and continued, "Uijeongbu wants division, so if we do it together with a one-shot law, this issue can be resolved quickly and simply without any noise." He added, "Legally, it is nothing special," and "According to regulations, it is enough to just ask for the opinion of the local council."
