Up to 50 Million KRW per Incident under Public Facility Liability Insurance for Accidents Caused by Road Subsidence and Damage
Residents are increasingly complaining about inconveniences due to road damage or subsidence caused by snow and rain during the winter.
Pot holes are depressions in asphalt caused by water infiltration, and since moisture is the cause, they frequently occur during the rainy season or snowy winter months.
In particular, during winter, repeated freezing and thawing of roads cause cracks, and the use of calcium chloride for snow removal accelerates the corrosion process of asphalt and other road materials, leading to more frequent occurrences.
Amid this, Guro-gu (District Mayor Moon Heon-il) has launched an awareness campaign about the “Public Facility Liability Insurance,” which is useful to know in case of accidents caused by road subsidence or damage such as pot holes.
Public Facility Liability Insurance is a type of insurance where the insurer fully compensates for damages caused by defects in the installation or management of facilities owned, used, or managed by local governments, resulting in bodily injury or property damage to others.
If you suffer damage due to subsidence or damage of facilities managed by the district (including sidewalks), you can claim compensation by directly applying to the district office’s facility management department within three years from the date of the accident.
Upon receiving the claim, the district applies for compensation from the Korea Local Finance Association, which requests accident handling negotiations with the insurance company. If the damage is recognized, the insurance payment can be received through the association.
The compensation limit is up to 50 million KRW per accident and 100 million KRW per route, with a deductible of 300,000 KRW for metropolitan cities and 100,000 KRW for districts. However, insurance does not cover accidents caused by force majeure such as natural disasters, simple falls while walking, falls during bus boarding or alighting, or falling object accidents.

A Guro-gu official stated, “We will actively promote the Public Facility Liability Insurance so that no residents miss out on using it due to lack of awareness,” and added, “We hope residents make full use of Guro-gu’s insurance to receive the necessary assistance.”
