Gangbuk-gu, Seoul (District Mayor Lee Soon-hee) is implementing the "2024 Comprehensive Thawing Season Measures" by the end of March across six major sectors including public facilities, housing and construction, gas, and flood control facilities to ensure the safety of residents during the spring thaw period.


The district is promoting the "2024 Comprehensive Thawing Season Measures" to prevent safety accidents that may occur due to rising spring temperatures, such as road facility damage, gas leaks, and rockfall accidents caused by retaining wall collapses.


This comprehensive plan covers six key areas: ▲facilities ▲housing and construction ▲gas ▲flood control and flood-vulnerable facilities ▲cleaning ▲and wildfire prevention.


First, inspections will be conducted on public facilities including the district office building, 13 community service centers and autonomous community halls, comprehensive social welfare centers, parks and green spaces, and road facilities. The main inspection items include checking for damage or cracks in building structures, gas and boiler safety, and damage to various facilities.


Multi-use facilities frequented by many people such as public and neighborhood sports facilities, traditional markets, alleyway shopping districts, daycare centers, welfare facilities for the disabled, and senior centers will also be inspected. Initially, facility managers will conduct self-inspections using safety checklists, followed by on-site inspections by responsible public officials or joint inspections with facility managers, depending on the facility’s condition.


Additionally, 98 apartment complexes with 20 or more households and steep slopes will be inspected. For row houses rated C or below in safety diagnosis and steep slopes, joint safety inspections will be conducted by professional architects and responsible public officials. Inspection results for Category 2 and 3 facilities will be entered into the Facility Management System (FMS), and steep slopes will be recorded in the National Disaster Management System (NDMS).


Furthermore, special inspections will be carried out at private construction sites with high risks of ground subsidence or collapse. External experts from the Seoul City Building Safety Advisory Group and responsible public officials will jointly inspect the sites to prepare for the thawing season, notify contractors of the results to ensure repairs and reinforcements, and take administrative actions such as halting construction or restricting facility use if emergency measures are required based on the severity of defects.


Urban gas and LPG supply facilities, flood control facilities, and flood-vulnerable facilities will also undergo thorough inspections during the thawing season to prevent accidents. In particular, rivers, rainwater pumping stations, sewage pipelines, rainwater inlets, sewage manholes, and 228 flood-vulnerable facilities will be maintained to ensure completion before the rainy season.


During the thawing season safety inspection period, the district will also conduct inspections of cleaning facilities and vehicles to collect waste accumulated over the long winter and prevent safety accidents.


Lee Soon-hee, Mayor of Gangbuk-gu, stated, "We will do our utmost to prevent various accidents that may occur during the spring thaw period," adding, "We prioritize the safety of our residents and are implementing various policies accordingly, so we ask residents to actively report any dangerous situations they discover."
