Mapo-gu Silppuri Welfare Companion Center Tightens Prevention of Solitary Death and Emergency Care

Mapo-gu (Mayor Park Kang-su) has begun taking steps to promote the 'Mapo-style Silppuri Welfare Companion Center.'


The 'Mapo-style Silppuri Welfare Companion Center' is a mechanism designed to establish a closer and more detailed welfare delivery system for residents, similar to fine roots, and the district plans to promote it as a key project this year.


On the 15th and 20th of last month, the district conducted practical training for the officials in charge of the main projects of the Silppuri Welfare Companion Center, including the prevention of solitary deaths and the Care SOS project, laying the foundation for a thorough project implementation.


Mapo-gu’s representative solitary death prevention project, the 'Mapo Safety Smart Project,' is a smart monitoring system that utilizes mobile phones, mobile apps, and IoT devices for single-person households at risk of solitary death.


If there is no call or reception history on the phone for a certain period, two automatic welfare check calls are made to the individual, and if the calls are not answered, the local community center visits the non-responsive household to check on their well-being.


In particular, for individuals classified as high-risk, delicate management is possible using additional IoT devices such as mobile apps, door opening sensors, and smart plugs (power usage monitoring devices). The mobile app also includes a function to report directly to a designated guardian or 119 emergency services, providing a three-stage function of solitary death prevention monitoring, automatic welfare checks, and emergency reporting.


Currently, about 3,600 single-person households at risk of solitary death are using the 'Mapo Safety Smart Service.' In addition to two cases last year where crisis situations were detected and patients were transported to emergency rooms through the Safety Smart Service, the district achieved meaningful results by early detection of five deaths due to old age.


Also, the 'Care SOS Project' provides care services such as temporary home care, short-term facility use, accompaniment support, residential convenience, and meal delivery for elderly, disabled, and middle-aged households aged 50 and over with incomes below 100% of the median income who require urgent care.


Using a total of 25 personnel, including 11 nursing staff and 14 welfare workers, 1,673 residents used 8,143 care services last year, receiving positive evaluations in user satisfaction.


The district plans to strengthen the capabilities of the personnel involved in the Mapo Safety Smart Project and the SOS Care Project by utilizing various content in the future and to build a seamless welfare safety net in cooperation with related organizations.


Park Kang-su, Mayor of Mapo-gu, said, “The Mapo-style Silppuri Welfare Companion Center will be promoted focusing on welfare and health management support for both socially vulnerable groups and general residents. We will establish a system that delicately discovers and supports households in poverty and care crises like fine roots and continues a detailed welfare delivery system.”
