LH Bid Rigging: Audit Firm CEO and Evaluation Committee Member Arrested... Court Cites "Risk of Evidence Tampering"

On the 27th, two individuals, including the head of a supervision company and a review committee member, were arrested on charges of bribery in the selection process of a supervision company for apartments managed by Korea Land and Housing Corporation (LH).


Shin Young-hee, the warrant judge at the Seoul Central District Court, conducted a pre-arrest detention hearing (warrant review) for Kim, the head of the supervision company, and Joo and Heo, who participated as review committee members, all of whom are charged with bribery offering, violation of the Act on Aggravated Punishment of Specific Crimes (bribery), and bribery receiving. The court issued arrest warrants for Kim and Joo, citing "concerns about evidence destruction and flight risk." Joo was also considered a flight risk.


However, Heo, who is currently a professor at a national university, was denied detention, with the court stating, "Although he partially denies the crime, considering the evidence collected so far, the amount of money involved, the suspect's residence, occupation, family relations, and attitude during testimony, it is difficult to recognize the grounds and necessity for detention."

Kim and Heo are accused of exchanging a total of 25 million KRW in bribes twice between June and October 2022 after Heo was selected as an evaluation committee member for a construction project management service bid issued by the Public Procurement Service.


Joo, a former national university professor, is accused of receiving a bribe of 60 million KRW in December 2020 from the head of a company participating in a construction project management service bid issued by LH as a reward for his review.


The prosecution, which has been investigating the LH bidding corruption case since last year, filed arrest warrants for these three individuals on the 23rd.
