District to Reduce Electronic Billboard Advertising Fees for Small Businesses Struggling with High Inflation and Economic Downturn Starting March... Seocho-gu, Seoul (Mayor Jeon Seong-su) is significantly reducing the advertising fees for electronic billboards to ease the financial burden on small business owners struggling with high inflation and economic downturn.
Electronic billboards are digital banners using LED screens, designed to complement urban aesthetics and built on a stable integrated system. They are mainly installed in areas with high foot traffic such as roads and intersections, effectively delivering advertising content and being easily noticeable even at night.
Accordingly, the district has prepared promotional support measures to help small business owners who urgently need assistance with publicity and marketing to widely promote their products and services and expand their sales channels.
Starting from March, the advertising fee for electronic billboards for small business owners in the area will be reduced from the current 50,000 KRW to 10,000 KRW for a 10-day posting period, providing an affordable opportunity for promotion.
Additionally, electronic billboard panels that have been installed for over five years will be gradually replaced by the end of this year. The resolution will be improved from about 100,000 pixels to 200,000 pixels to display clearer advertisements and enhance promotional effectiveness.
Applicants can visit the local community service center in charge of their business area, fill out an application form, and submit a small business certification. Electronic billboard advertisements are limited to 15 seconds and are displayed about 140 times daily from 6 a.m. to midnight (6 a.m. to 10 p.m. at the Express Bus Terminal intersection). Meanwhile, to eradicate illegal advertisements and indiscriminate banners, the district removed banner stands in 2008 and became the first in the nation to install electronic billboards. Currently, Seocho-gu operates a total of seven electronic billboards, the most in the country, providing promotional opportunities for small business owners and diverse local government information for residents.

In addition, the district is making efforts to improve urban aesthetics and support small business owners through various outdoor advertising policies. Notable examples include the amendment of the ‘Political Party Banner Restriction Ordinance’ in December last year to alleviate fatigue caused by the indiscriminate proliferation of political party banners and protect residents’ safety, as well as the ‘Signboard Improvement Project’ supporting the renovation of outdated signboards for small business owners and self-employed individuals.
