Aged Residential Area in Sangdo-dong, Dongjak-gu Reborn as a Premium Housing Complex

The aging low-rise residential area in Sangdo-dong, Dongjak-gu, is being transformed into a premium residential complex unique to Dongjak-gu.


Dongjak-gu (Mayor Park Il-ha) announced on the 16th that the area around 279 Sangdo-dong was the only site in Seoul to be selected unconditionally as the ‘2024 2nd Moa Town Target Site.’


As a result, a total of four locations in Dongjak-gu, including 221-24 Noryangjin-dong, 202-29 Sadang-dong, and 242 Sangdo-dong, will be promoted as Moa Towns.


The area around 279 Sangdo-dong covers 49,155㎡, is a low-rise residential area with an overall aging rate of 61%, and is a hilly terrain adjacent to Guksabong, with poor infrastructure, requiring residential environment improvement but facing difficulties in large-scale redevelopment.


In particular, the resident consent rate was about 60%, far exceeding the standard of 30%, showing a significantly high willingness for development among residents.


Accordingly, the district has made multifaceted efforts to ensure that the area could be finally selected as a small-scale housing maintenance project ‘Moa Town,’ considering the aging rate and resident consent rate.


Since July last year, after consulting related departments and holding resident briefings to gather opinions, the district comprehensively reviewed evaluation criteria such as severe parking difficulties and aging rates by target area and submitted the final proposal to Seoul City.


The 279 area is expected to receive benefits such as ▲expansion of the street housing maintenance project area ▲relaxation of aging and floor restrictions for individual projects ▲easing of building regulations for individual projects.


Going forward, the district plans to promote planned and efficient development considering the characteristics of the area and the ‘Sangdo 4-dong Area Urban Development and Management Guidelines,’ which will be established for the first time by the autonomous district.


Above all, to expedite project promotion, the district will utilize the ‘Moa Town Pre-Designation System’ to advance the application of regulatory relaxation standards, which usually take 12 months, by up to 3 months.


This year, the district will proceed with the project in earnest once the ‘Moa Town (Small-scale Housing Maintenance Management Area) Management Plan’ is established and approved and announced as a Moa Town through procedures such as Seoul City resident inspection and integrated review.


Park Il-ha, Mayor of Dongjak-gu, said, “We will spare no support to ensure the project proceeds swiftly through the selection of Moa Town target sites,” adding, “We will change the map of Dongjak-gu through Dongjak-gu-style redevelopment and reconstruction projects.”
