When spring arrives, the Seoul autonomous districts adjacent to hills become deeply concerned about preventing forest fires.
This is because a single moment of carelessness can burn down forest resources that have grown for decades or even hundreds of years, damaging nature and potentially causing casualties.
Therefore, autonomous districts bordering mountains such as Gwanak-gu, Nowon-gu, Gwangjin-gu, Eunpyeong-gu, Jungnang-gu, and Dobong-gu thoroughly prepare for forest fires by operating Spring Forest Fire Prevention Headquarters during the spring season.
Gwanak-gu Launches 'Spring Forest Fire Prevention Headquarters'
Establishes cooperation system with fire stations, police stations, military units, maintains firefighting equipment, and manages personnel
Gwanak-gu (Mayor Park Junhee) has designated the period until May 15 as the ‘Spring Forest Fire Caution Period’ and is fully engaging in ‘forest fire prevention and firefighting activities’ by operating the Forest Fire Prevention Headquarters.
The district has entered a constant emergency duty system according to weather conditions, maintaining a readiness posture to respond immediately in case of any incidents.
Real-time monitoring is conducted through closed-circuit televisions (CCTV) and black boxes installed on major mountains such as Gwanaksan to establish forest fire prevention and initial firefighting readiness.
In particular, a close cooperation system is also established with related agencies such as fire stations, police stations, and military units.
Efficient training such as ‘joint firefighting drills’ to master each agency’s firefighting duties will be conducted together with related agencies, and systematic firefighting activities will be carried out.
Efforts are also made to maintain firefighting equipment and manage personnel. Firefighting equipment, communication devices, and forest fire extinguishing facilities are thoroughly inspected, and a ‘Forest Fire Specialized Reserve Firefighting Team’ is operated to strengthen patrol and guidance activities focusing on vulnerable areas prone to forest fires.
Additionally, forest fire prevention promotional materials will be produced, installed, and distributed to encourage residents to voluntarily participate in forest fire prevention.
Furthermore, if a forest fire is discovered during hiking, it should be immediately reported to ▲fire station ▲Gwanak-gu Office Situation Room ▲Gwanak-gu Office Parks and Greenery Division.
Park Junhee, Mayor of Gwanak-gu, said, “Based on systematic cooperation with related agencies, we will devote all efforts to ‘forest fire prevention and firefighting’ activities to protect the lives and property of residents. We also ask residents to familiarize themselves with forest fire prevention action guidelines, enjoy safe hiking, and immediately report any forest fires discovered during hiking to the district office or 119.”

Nowon-gu (Mayor Oh Seungrok) is establishing a constant forest fire surveillance system using advanced equipment such as thermal imaging drones and AI.
First, wireless IP CCTV (forest fire surveillance cameras) will be installed using transmission towers within the forest. Wireless IP CCTV using LTE/5G wireless communication can be installed even in high-altitude or rocky areas where wired installation is difficult.
Thermal imaging drones will also be utilized. When a forest fire occurs during wireless CCTV monitoring, advanced drones will capture the affected area with thermal imaging cameras to identify the fire’s spread path, and firefighting drones will extinguish fires in areas difficult for humans to access, such as rocky terrain.
By using thermal imaging drones and forest fire surveillance cameras in parallel, the effectiveness of forest fire monitoring is enhanced. While maintaining a 24-hour monitoring system with surveillance cameras, blind spots are inspected through autonomous drone flights, adding precision.
Additionally, AI has been introduced at the control center to establish a rapid initial response system. Using collected AI training data, the system distinguishes between smoke caused by forest fires and clouds.
The district expects that the introduction of this system will improve detection accuracy and greatly enhance the efficiency of forest fire monitoring.
Oh Seungrok, Mayor of Nowon-gu, said, “By establishing an AI forest fire surveillance platform, we have laid the foundation to proactively respond to forest fire occurrences. Since spring forest fires can quickly escalate from small sparks to large fires, we ask residents to actively participate in forest fire prevention.”
