"Not a Steep Slope but a Tunnel"... Busan Gijang-gun Opposes Current Plan for Gijang Reus City Access Road

County Governor Jeong Jong-bok: "Safe Roads Must Be Built According to Residents' Demands"

Busan's Gijang-gun (Governor Jeong Jong-bok) has opposed the current access road construction plan for the Jangan General Industrial Complex support site.


On the 20th, Gijang-gun expressed opposition to the access road proposal presented by the construction company in relation to the Gijang Reus City development project, pointing out the risk of disasters.


Gijang Reus City is a project to develop a support site for the Jangan General Industrial Complex, accommodating 2,013 households and 4,823 people over an area of 125,952㎡ in the Won-ri area of Ilgwang-eup, Gijang-gun. The project is being carried out through private development and is scheduled to be completed by 2025.


Gijang-gun pointed out that the access road proposed by the project implementer is located on a steep slope along National Road No. 14, making it constantly exposed to the risk of major accidents and disasters.


This area experienced slope collapse due to heavy rainfall in 2002, raising concerns about recurrence if the project proceeds as planned. In response, Gijang-gun and residents have actively demanded the construction of a tunnel road passing behind Bodeoksa Temple as an alternative.


Gijang-gun has continuously presented opinions and alternatives to the construction company multiple times, and during the public consultation on the Reus City access road held in October last year, the vast majority of residents expressed opposition citing disaster risks.


However, the access road construction plan is scheduled to be submitted and voted on at the Busan City Industrial Complex Planning Deliberation Committee meeting on the 21st.


At this committee meeting, the deputy governor of Gijang-gun will attend to point out the unfairness of the access road plan proposed by the project implementer and urge the construction of the tunnel road, which the majority of residents support, as an alternative. Separately, the Ilgwang-eup Residents' Countermeasure Committee, a local residents' council, will continue a one-person relay protest on the same day.


Jeong Jong-bok, governor of Gijang-gun, protested, saying, “I cannot understand why the road is being constructed according to the project implementer's plan, which involves large-scale earthworks on steep slopes and the construction of massive structures that damage the natural environment and urban landscape, despite the alternative preferred by residents.”


Governor Jeong insisted, “The plan proposed by the construction company must be withdrawn, and a new access road plan that is safe from disaster risks and meets the residents' wishes must be established.”
