Han Dong-hoon, Emergency Response Committee Chairman of the People Power Party, announced a citizen safety pledge, emphasizing the preventive effects of the death penalty and the need to introduce the Korean-style Jessica Law.


On the 20th, Chairman Han visited the CCTV Integrated Control Center in Hwayang-dong, Gwangjin-gu, and held a meeting with citizens, stating this. While moving to the control center, he also checked the nearby security situation together with Oh Shin-hwan and Kim Byung-min, People Power Party candidates for Gwangjin-eul and Gwangjin-gap, who were nominated without competition.


When a citizen named Park, residing in Gwangjin-gu, said, "I think stronger punishment is needed for serial sexual offenders targeting women," Chairman Han responded, "I definitely believe that the death penalty has a preventive effect on crime."


He added, "Just by maintaining the execution chamber, the attitude of those causing trouble inside changes," and said, "It is time for responsible people in the government and political circles to have serious and bold discussions on this matter."


Regarding the 'Korean-style Jessica Law,' one of the pledges announced that day, Chairman Han explained, "It is not about locking them up in prison but having them live in certain facilities," and said, "If they are serial sexual offenders, they should accept that. What kind of human rights violation is that?" He continued, "The Democratic Party and others oppose the Korean-style Jessica Law citing human rights violations, but I think it is necessary," emphasizing, "The People Power Party will definitely pass the Korean-style Jessica Law."


The Korean-style Jessica Law refers to legislation that requires certain criminals, such as sex offenders, to reside in facilities managed by the state. Discussions on enacting this law became active after Jo Doo-soon, who was sentenced to 12 years in prison for kidnapping and sexually assaulting an elementary school student in 2008, was released in December 2020.


At the meeting that day, Chairman Han also promised a new pledge on the spot. The People Power Party announced a pledge to install 'Accompaniment Bells for the Way Home,' intending to first propose a specific pledge to install several bells every few hundred meters in Gwangjin-gu rather than discussing nationwide installation. In response, Yoo Ui-dong, Policy Committee Chairman of the People Power Party, said, "Within about a week, we will prepare how to formulate follow-up measures and deliver them to you through Jeon Bong-min, head of the Central Pledge Development Team Safety+ (Plus)."
