Automatic Address Assignment for New Buildings Without Application Starting This Second Half of the Year

Eliminate 'Building Address Assignment' Application Process
Automatically Assign Responsible Person's Address Upon Construction Start Report

Starting from the second half of this year, new buildings will be automatically assigned addresses without the building owners having to apply separately.


The Ministry of the Interior and Safety and the Ministry of Land, Infrastructure and Transport announced on the 21st that once the construction commencement report is completed for a new building, the local government will automatically assign an address without the building owner needing to apply, by improving the work procedures and systems.


Until now, when constructing a new building, the building owner had to submit two separate applications: a "construction commencement report" to the local government’s building department according to the Building Act, and a "building address assignment" to the address department according to the Road Name Address Act.

Because of this, building owners had to visit the local government office more than twice or access the online civil service application website multiple times, causing inconvenience. To apply for building use approval (completion), an address must be assigned first, but if the building owner failed to apply for address assignment in advance, the completion application could be delayed by up to 14 days. The administrative process of assigning a building address, including site visits, can take up to 14 days.


To resolve these inconveniences for the public, the government decided to change the work procedures so that when the building department receives the construction commencement report, it will notify the address department in real time, and the responsible staff will immediately start the address assignment ex officio. This utilizes the provision in the Road Name Address Act that allows local governments to assign addresses to buildings ex officio even without an application from the civil applicant.


Additionally, along with simplifying the procedure in the second half of this year, the government will provide building owners with text message updates on the progress of each stage from the start to the completion of the address assignment.


To this end, the Ministry of the Interior and Safety plans to build the related functions by the second half of this year through improvements to the Address Information Management System, and the Ministry of Land, Infrastructure and Transport will improve the Building Administration System.


Kim Min-jae, Deputy Minister of the Ministry of the Interior and Safety, said, "The Ministry of the Interior and Safety and the Ministry of Land, Infrastructure and Transport cooperated to identify and improve public inconveniences," adding, "We will continue to simplify civil service procedures and minimize the submission of required documents."


Lee Sang-joo, Director General of the Land and Urban Office at the Ministry of Land, Infrastructure and Transport, stated, "Since building information is basic data necessary for various administrative processes such as address assignment and ownership registration, we will further strengthen the linkage with related systems to enhance public convenience."
