"Active Recommendation for National Support of Birth Allowance"
Kim Young-rok, Governor of Jeollanam-do, evaluated, "In the urgent era of low birth rates, the introduction of birth allowance cannot solve all problems, but it is significant in laying the foundation."
At the policy meeting with department heads on the 20th, Governor Kim urged, "Let’s establish detailed implementation plans for the ‘Birth Allowance 318 Project’ announced in connection with cities and counties, secure national-level support to increase the birth rate, and especially lead a culture of care starting from the province to set an example."
He continued, "It is appropriate for the nation to also provide birth allowances," encouraging, "Please actively make proposals."
In particular, he said, "It is necessary to make pioneering efforts such as creating a child-friendly workplace culture where parents can work comfortably and joyfully while raising children starting from the province," adding, "Expand the current two hours of daily care time granted to public officials with children under five years old to include employees with children aged six to eight, and increase the number of special leave recipients to create a model care culture that spreads throughout the local community."
Regarding the medical community’s opposition to the expansion of medical school quotas, he appealed, "The expansion of quotas has already gained national consensus and is also a global trend," and added, "Doctors hold social status equivalent to leaders. I hope they return to the field to protect the health of residents and patients."
Governor Kim Young-rok also stated, "The exemption from preliminary feasibility study for the national industrial complex for space launch vehicles in Goheung has been virtually decided, and recently, the launch vehicle manufacturing center, the only private assembly plant in the country, was also groundbroken in Suncheon," and urged, "Please work harder with Goheung County to advance the national industrial complex ahead of schedule and attract key anchor companies."
He added, "We must also work together to expand social overhead capital (SOC) such as the Gwangju-Goheung Expressway and the expansion of National Road No. 15 from Goheung to Naro, as well as to build the Space Launch Vehicle Science Complex."
Regarding securing national funds for 2025, he said, "We have discovered many good projects as new national fund projects, so please make your best efforts to reflect them in the national budget by the end of May, the stage of ministry budget formulation," and mentioned, "Also, please regularly manage key feasibility study projects and preliminary feasibility study projects that are reflected in the national budget based on service and survey results to ensure their passage."
On the inspection of safety-vulnerable facilities during the thawing season, he emphasized, "Since recent winter rains of 130 to 140mm have increased risk factors, thoroughly implement safety measures for the thawing season," and added, "In addition, heavy summer rains are expected, so start disaster countermeasures now and prepare intensively."
