High Scores in Civil Service Administration Strategy and System, Civil Service System Operation, and National Sinmungo Civil Service Handling
Geumcheon-gu (District Mayor Yuseonghun) announced that it was selected as an excellent institution with a "Na" grade, one grade higher than the previous year, in the "2023 Comprehensive Civil Service Evaluation" jointly hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
The "Comprehensive Civil Service Evaluation" assesses 306 institutions including central administrative agencies, local governments, and metropolitan and provincial offices of education based on 20 indicators across five categories: ▲ civil service administration strategy and system ▲ operation of civil service systems ▲ handling of complaints via the People’s Petition System ▲ grievance complaint handling ▲ and civil service satisfaction.
Evaluation grades are assigned according to overall ranking as Ga (10%), Na (20%), Da (40%), Ra (20%), and Ma (10%). The district scored 87.73 points, 8.98 points higher than the group average of 78.74 points, earning the excellent "Na" grade, which corresponds to the top 30%.
In particular, the district received favorable evaluations in civil service administration strategy and system, operation of civil service systems, handling of complaints via the People’s Petition System, and grievance complaint handling, reflecting the institution head’s commitment and interest in improving civil services.
The evaluation score for "Civil Service Administration Strategy and System" was 24.05 points, 11.5 points higher than the group average and 4.8 points higher than the previous year. Perfect scores were achieved in indicators such as "Institution Head’s Activities Related to Civil Service Administration," "Provision of Civil Services for Vulnerable Groups," and "Protection of Civil Service Staff."
The "Operation of Civil Service Systems" evaluation score was 12.02 points, 7.43 points higher than the group average and 7.66 points higher than the previous year. Perfect scores were received especially in "Provision of Civil Service Information and Operation of Civil Service Laws," "Verification and Inspection of Civil Service Processing Status," and "Performance of Personal Information Protection Training."
The "Handling of Complaints via the People’s Petition System" evaluation score was 92.35 points, 13.2 points higher than the average and 22.35 points higher than the previous year. Excellent scores were obtained in "Speed of Complaint Processing," "Appropriateness of Complaint Handling," and "Efforts to Improve Civil Service Administration."
The "Grievance Complaint Handling" evaluation score was 90.97 points, 16.29 points higher than the average and 11.09 points higher than the previous year. Good evaluations were received in "Adjustment and Agreement Resolution Rate of Grievance Complaints," "Efforts to Resolve and Prevent Grievance Complaints," and "Operation of Dedicated Grievance Complaint Organizations."
The district is making multifaceted efforts to improve civil services, including ▲ civil services for socially disadvantaged groups ▲ proactive provision of civil service information ▲ reflecting public participation ▲ and revitalization of the Citizen Grievance Handling Committee (local ombudsman).
