Seocho-gu to Operate Nighttime Tax Administration Civil Service from This Year to Enhance Taxpayer Convenience - Collected 2.4042 Trillion KRW in Local Taxes in 2023, Exceeding Target by About 20%, with a 2.3951 Trillion KRW Collection Goal for 2024
District Mayor Jeon Seongsu: "We Will Transparently Inform Local Tax Collection Status and Continuously Strive to Create a More Convenient Payment Environment for Taxpayers"
Seocho-gu, Seoul (Mayor Jeon Seong-su) announced that it will implement various taxpayer convenience projects in 2024 and accelerate efforts to increase revenue for stable district financial management.
Despite difficult local economic conditions, the district aims to create an environment where residents who faithfully pay taxes can do so more conveniently, and to realize empathetic tax administration by transparently informing the public about the status of tax revenue collection.
Local taxes are divided into city taxes such as acquisition tax and resident tax, and district taxes such as property tax and registration license tax. However, most city taxes are imposed and collected by each autonomous district under delegation from Seoul City, and the corresponding collection grants are received from the city. Therefore, the district sets annual revenue targets together with the city and strives to achieve them.
As a result, the district collected 2.4042 trillion KRW in local taxes last year, exceeding the target amount of 2.0116 trillion KRW by about 20%. However, difficulties in collection arose due to a decrease in resident tax caused by resident relocation for reconstruction, and reductions in registration license tax and local income tax due to worsening economic conditions.
In response, the district has made active efforts such as ▲providing guidance on types of taxes and payment schedules through 1:1 mentoring for newly established corporations ▲operating a joint reporting center for vulnerable groups ▲promoting electronic filing of local taxes to create a better tax payment environment and discover hidden tax sources.
In particular, this year, the district started the ‘Nighttime Tax Administration Civil Service,’ offering tax consultation, reporting, and payment guidance related to local income tax and resident tax every 10th of the month from 6 PM to 8 PM.
This is expected to have a ‘two birds with one stone’ effect by enhancing taxpayer rights and ensuring stable tax revenue collection. Due to strong positive responses to the service, the district additionally operated the ‘Nighttime Civil Service’ on the deadline for registration license tax license payments (January 31) in January, and plans to operate it again on the local income tax filing deadline (May 31) and the resident tax business and individual payment deadline (August 31).
Meanwhile, the local tax revenue target for Seocho-gu this year is 2.3951 trillion KRW, about 9.1 billion KRW less than last year’s collection. The district plans to focus its tax administration capabilities on preventing and discovering omitted tax sources, strengthening staff expertise through job training, and sharing excellent service cases to ensure stable funding for various projects for residents.
Jeon Seong-su, Mayor of Seocho-gu, said, “We will do our best to secure local tax revenue for stable district administration,” and added, “We will transparently inform residents about the status of local tax collection and continuously strive to create a convenient payment environment.”
