Geumcheon-gu Receives Highest Rating in 'Data-Driven Administration' Inspection
Scores Well Across All Four Evaluation Areas from Private Expert Inspection Team
Establishes Communication Officer and Conducts Data-Driven Administration Services, Including Big Data Analysis
Geumcheon-gu (Mayor Yu Seong-hoon) announced that it has been selected as an "Excellent Institution," the highest grade, in the "2023 Data-Based Administration Status Inspection" evaluation conducted by the Ministry of the Interior and Safety.
Since 2021, the Ministry of the Interior and Safety has been conducting an annual "Data-Based Administration Status Inspection" targeting a total of 464 institutions, including central administrative agencies, local governments, and public institutions. "Data-Based Administration" refers to processing and analyzing data to utilize it in policy formulation and decision-making. This allows administration to be conducted more objectively and scientifically.
The status inspection evaluates 12 detailed indicators across four areas: ▲ management system ▲ shared utilization ▲ data analysis ▲ competency culture. Based on the analysis by an inspection team composed of 19 private experts, institutions are assigned one of three grades: ▲ Excellent (80 points or above) ▲ Average (60 points or above) ▲ Inadequate (below 60 points).
The district received consistently high scores in all four evaluation areas and was awarded the top grade of "Excellent." Basic local governments and local public enterprises scored averages of 50.7 and 27.4 points, respectively, remaining in the "Inadequate" grade. Among 226 basic local governments, only 23% (52 institutions) received the Excellent grade.
In 2022, the district established a Communication Officer position, appointed the Deputy Mayor as the person responsible for "Data-Based Administration," and organized an administrative operation system by assigning dedicated personnel for data tasks.
By conducting a full survey of data shared among administrative and public institutions, six "Data-Based Administration" services were discovered, including heatwave shelters, non-smoking areas, and security light status. Additionally, five big data analyses, such as optimal CCTV installation sites and resident informatization education surveys, were utilized as foundational data for policy formulation. Education was also provided to enhance the data utilization capabilities of officials within the institution, fostering a culture of data activation.
