Changwon Special City, "No Sale of Dog-Based Foods Such as Gaesojoo and Bosintang"

If the operation report and implementation plan are not submitted within the period,
a fine of 3 million KRW will be imposed

Changwon Special City in Gyeongnam has urged businesses using dogs as raw materials for food sales to refrain from selling such products, alongside conducting a survey to understand the current situation.

According to Article 10 (Reporting and Submission of Implementation Plans) of the "Special Act on the Termination of Dog Breeding, Slaughter, and Distribution for Food Purposes" and Articles 2 (Reporting) and 3 (Submission of Implementation Plans) of the "Regulations on Reporting of Dog Breeding Farms, etc.," owners of dog farms for food, dog slaughter and distribution merchants, and dog-based food service businesses must submit operation reports and dog food termination implementation plans to the mayor, county governor, or district office head.


This special act stipulates necessary matters to end the consumption of dogs as food and prohibits anyone from newly operating facilities for distributing or selling food made from dogs or using dogs as raw materials for food preparation and processing. Existing operational facilities such as instant sales manufacturing and processing businesses like Healthwon and general restaurants must submit operation reports between February 6 and May 7, and dog food termination implementation plans between February 6 and August 5.


If operation reports or implementation plans are not submitted within the designated period, the business will be excluded from support such as closure assistance, and violations may result in fines of up to 3 million KRW.


Hong Nampyo, mayor of Changwon Special City, stated, "Since the 'Special Act on the Termination of Dog Food Consumption' has been promulgated and enforced, business owners in related food industries are advised to contact the Public Health and Hygiene Division of the city hall or the Cultural and Hygiene Division of the relevant district office within the deadline to receive guidance on regulations and submit the necessary documents to avoid administrative penalties."
