Mokdong Apartment's 14 Complexes All Pass Reconstruction Safety Inspection, Marking the Start of Mokdong's 100-Year Future Plan

Yangcheon-gu (District Mayor Lee Gijae) announced on the 8th that the last apartment complex in Mokdong, Mokdong Complex 11, finally passed the detailed reconstruction safety inspection on the 7th, marking the successful safety inspection clearance for all 14 Mokdong apartment complexes after about four years.
Accordingly, the Mokdong apartment area (4,368,463㎡), consisting of Mokdong Complexes 1 to 14, will transform from its current scale of 26,629 households to a mini new town with about 53,000 households. The district is expected to embark on a comprehensive plan for Mokdong’s future over the next 100 years.
Mokdong Complex 11, located in Sinjeong-dong 325 area, is a complex with 1,595 households that moved in in 1988. It covers a site area of 128,668.4㎡ and consists of 19 buildings with up to 15 floors.
In 2020, a reconstruction safety inspection was conducted, resulting in a conditional reconstruction rating (Grade D). Following an external public institution’s appropriateness review, it was finally decided to maintain and repair (Grade C). However, due to the revised safety inspection standards implemented in January last year, reconstruction was finally confirmed in this recent safety inspection.
The Mokdong Housing Development District opened the way for reconstruction projects when its district unit plan zone passed Seoul city review in November 2022 after about four years. Starting with Complex 6 in 2020, six complexes (3, 5, 7, 10, 12, 14) passed in January last year, five complexes (1, 2, 4, 8, 13) in February, and Complex 9 in December, sequentially passing the safety inspections.
Furthermore, Complex 6, the leader in Mokdong reconstruction, completed rapid integrated planning, held a residents’ briefing session in January, and is accelerating the designation of the maintenance zone. Complexes 4, 5, 7, 8, 9, 10, 12, 13, and 14 are currently establishing maintenance plans through rapid integrated planning advisory methods.
A district official stated, “With the passing of the safety inspection for Complex 11, the district’s efforts so far to promote reconstruction, including advocating for the relaxation of the first gate of reconstruction safety inspection standards, have borne great fruit.” He added, “Since residents’ hopes for reconstruction are strong, we will continue to strengthen administrative support to promote stable and speedy urban maintenance projects.”
In particular, since the most important variable in maintenance projects is gathering residents’ opinions, the district plays a mediating role during the maintenance plan establishment and maintenance zone designation stages to prevent unnecessary conflicts in advance.
Last year, the district held the nation’s largest ‘Urban Maintenance Project Knowledge Forum,’ which received great response by meeting residents’ intellectual demands amid rapidly changing policies. This year, they plan to newly promote on-site maintenance project consulting to lead swift and smooth projects.
Yangcheon-gu Mayor Lee Gijae said, “Among the 25 autonomous districts in Seoul, few districts can boast the speed of reconstruction and redevelopment like Yangcheon-gu.” He added, “With the completion of Complex 11, the reconstruction projects for all 14 Mokdong apartment complexes have entered an advanced stage such as maintenance plan establishment and maintenance zone designation. We will steadily implement solid support strategies toward creating a cutting-edge residential complex and rebirth Yangcheon-gu as a new future city.”
