Nowon-gu Expands CCTV Installation for Resident Safety in Parks, Trails, and Residential Areas

Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it will significantly expand the installation of advanced intelligent CCTVs to prevent the safety of residents from various crimes and incidents.

With a goal of installing more than 3,200 CCTVs in total, the quantity will be greatly increased, adding 480 intelligent CCTVs capable of selective monitoring using artificial intelligence technology. The CCTV control center will also be operated directly by the district to strengthen monitoring operations.

The core of this CCTV expansion is the introduction of intelligent CCTVs to improve monitoring efficiency.

The intelligent selective monitoring system analyzes footage collected through CCTVs using AI technology to detect abnormal behaviors such as assault, missing persons or wandering dementia patients, and falls, promptly notifying monitoring personnel. This allows for securing the golden time in dangerous situations and enables rapid response to emergencies.

In particular, the AI video analysis technology of the high-speed search system using existing CCTVs is utilized to find missing persons. Currently, six autonomous districts are linked to this service.

Through big data-based crowd density analysis, proactive prevention of disasters that may occur during crowded events such as festivals is also possible. Last year, a total of 24 intelligent CCTVs were installed, including 16 CCTVs capable of crowd density analysis and 8 CCTVs with urban safety data analysis system functions.

As of January this year, 3,006 CCTVs are installed at 2,209 locations.

The district secured a total budget of 2.8 billion KRW in 2024 for CCTV expansion and intelligent CCTV installation, and plans to secure additional budgets in the future to fully commit to seamless safety management.

Additionally, the control center personnel will be operated directly by the district (including delegation to Nowon-gu Facilities Management Corporation) to efficiently respond to CCTV monitoring, situation control, on-site dispatch, and inspections.

For example, in October last year, the system helped detect a bicycle theft incident at Junggye Station and track the suspect’s movement route, aiding in the arrest of the theft suspect. In December, it monitored a group of four vehicle thieves, broadcasting their appearance and escape route via radio, contributing to their arrest in the act.

Meanwhile, the district operates the nation’s first ‘Mobile Disaster Safety Situation Room’ using CCTVs to analyze and transmit real-time situations and respond on-site, and has established and operates the first ‘Autonomous Navigation Drone’ system among Seoul’s autonomous districts to respond to disasters.

Oh Seung-rok, Mayor of Nowon-gu, said, “Investment in residents’ safety should be somewhat excessive,” and added, “We will continuously improve the safety infrastructure for residents’ daily lives by expanding CCTV installation and introducing intelligent CCTVs.”
