Gwanak-gu Establishes Systematic Crowd Safety Management System

Crowd safety accidents can occur anywhere familiar and common in our daily lives. Especially on weekends, festivals, and events where crowd flow can rapidly increase, the risk escalates quickly.


In response, Gwanak-gu (Mayor Park Junhee) has established a systematic safety management system around the densely populated area near Sillim Station. This is to prevent safety accidents caused by crowd congestion.


Last year, the district conducted a service project titled "Crowd Simulation and Safety Management Plan Establishment" to prevent safety accidents caused by mass gatherings more systematically and scientifically.


Subsequently, a 'Crowd Safety Accident Prevention Task Force (TF)' was formed, and through several meetings, various measures were prepared based on four main strategic areas: ▲ Establishment of crowd safety management closed-circuit television (CCTV) and analysis-warning systems ▲ Improvement of pedestrian environment ▲ Maintenance of pedestrian obstructions ▲ Crowd safety management for festivals and events.


First, the district installed 22 CCTV cameras and an analysis server at 13 locations around Sillim Station to analyze crowd density. These are linked in real-time with the Seoul Metropolitan Government and Gwanak-gu Disaster Safety Situation Rooms, enabling real-time video monitoring and response when congestion occurs.


Construction for road environment improvement has also been completed. Based on crowd simulation results, sections requiring improvement of street space were prioritized, and maintenance such as repairing old and damaged roads and anti-slip pavement was carried out. Maintenance of the entrance and exit to Byeolbitnaerincheon (Dorimcheon) is also underway.


Along with this, pedestrian obstacles are being addressed. Targets include street vendors, roadside stored items, illegally parked bicycles, motorcycles, and electric kickboards located in the Sillim Station area. Intensive crackdowns will also be conducted during periods expected to have high crowd density.


Crowd safety management for festivals and events has been strengthened as well. A 'Crowd Accident Prevention Checklist' has been distributed to all departments, and the departments organizing festivals and events are required to include crowd management plans as part of their safety management plans.


Mayor Park Junhee stated, "Crowd accidents have the characteristic of rapidly entering a dangerous stage. Therefore, it is more important to prepare in advance rather than respond at the stage of recognizing danger." He added, "We will do our best to create an environment where residents can walk safely and comfortably, free from crowd accidents."
