Drunk Driver Who Fled While Handcuffed Turns Out to Be an Active Public Official

A driver who refused a drunk driving test and fled while hanging a police officer on his car has been caught, and it turned out he is a current public official. On the 1st, KBS reported, "The police arrested a man in his 50s, Mr. A, a public official at Jeju Provincial Office, on charges of special obstruction of official duties causing injury."

In the early morning of the 27th of last month, an SUV was seen dangerously swerving across lanes on a road in Yeonsam-ro, Jeju City, Jeju Province. The driver behind the SUV reported suspected drunk driving to the police. When two police officers arrived and approached the SUV waiting at a traffic signal to conduct a breathalyzer test, the vehicle suddenly took off. According to the dashcam footage, one police officer was hanging onto the car and dragged along before falling to the ground shortly after. Another officer hurriedly got into the police car to chase the fleeing vehicle.


The reporter who witnessed this from behind immediately started the pursuit and, after chasing the vehicle for about 2 km through city alleys, located the vehicle and informed the police of its position. The fleeing driver, Mr. A, was found lying inside the car and was eventually apprehended by the police. The breathalyzer test showed that Mr. A was heavily intoxicated at a level warranting license cancellation. He reportedly confessed to being a public official at Jeju Provincial Office after the test. The police arrested him on charges of special obstruction of official duties causing injury under the Criminal Act.

According to the regulations on handling public official misconduct cases, if a person is caught driving under the influence for the first time with a blood alcohol concentration of 0.08% or higher, a recommendation for severe disciplinary action such as demotion or suspension is required. Additionally, if the person violates the Road Traffic Act or Criminal Act and receives a prison sentence of imprisonment or higher, it can be grounds for mandatory retirement. Mandatory retirement means that the employment relationship is automatically terminated on the date of occurrence of certain reasons or a specified date without any separate procedures or dispositions.
