Establishing the '2024 Comprehensive Plan for Major Accident Prevention' with the Vision of 'Safety as the Top Priority, Happy City Dongjak'
Dongjak-gu (Mayor Park Il-ha) has established this year’s “Comprehensive Plan for Major Accident Prevention” and is making every effort to prevent accidents with the goal of achieving zero major accidents.
This comprehensive plan was prepared to protect the lives and health of workers at 41 workplaces and major civic disaster facilities under Dongjak-gu’s jurisdiction.
Under the vision of “Safety as the Top Priority, Happy City Dongjak,” the plan is implemented focusing on four main strategies: establishing a safety and health management system, integrated management of major accident response, systematization of monitoring systems, and management of major civic disasters.
The key initiatives include ▲operation of a Major Accident Prevention Reporting Center and monitoring team ▲health management for all employees to prevent major accidents ▲management card history system ▲creation of a safe working environment and conducting safety and health education.
In particular, starting this year, the district office’s Urban Safety Division has established a “Major Accident Prevention Reporting Center” that operates both online and offline channels for reporting and suggestions, and a “Major Accident Monitoring Team” composed of safety experts is also active to enhance the effectiveness of regular on-site inspections.
The targets for reporting and monitoring include construction and work projects commissioned or directly conducted by the district and various hazardous and dangerous factors in major civic disaster facilities.
Additionally, a job stress assessment is conducted for all employees to strengthen psychological health management. This helps identify and prevent diseases caused by job stress such as depression and cerebrovascular diseases.
Starting this month, the district has introduced a “Major Accident Management Card History System” and is strengthening safety management for 41 public-use facilities subject to major civic disaster regulations, including roads, bridges, tunnels, and retaining walls.
The history management will cover safety inspections, emergency plans, mandatory training, and other detailed management for each facility.
Furthermore, to create a safe working environment, workers at workplaces potentially exposed to harmful factors will directly wear measuring devices to check for hazards, and improvement measures will be developed and implemented if harmful factors are detected.
In addition, the participation of related personnel will be encouraged during subcontracting, service contracts, and consignment, and qualified contractors will be selected through safety and health level evaluations to establish a win-win cooperation system.
To strengthen the major accident prevention system, emergency response drills by department and neighborhood, as well as improvement measures for risk assessments to identify and eliminate risk factors, will also be promoted.
Park Il-ha, Mayor of Dongjak-gu, emphasized, “We will create an environment where all members can protect their health and perform their duties safely on site,” and added, “We will make every effort to build a safe and healthy Dongjak-gu with zero major accidents.”
