Eunpyeong-gu Operates 'Minwon Hugyeonin System' to Assist with Difficult Civil Complaints

Application for Designation as Mentor for Grade 6 Public Officials at Team Leader Level with Extensive Administrative Experience

Eunpyeong-gu (District Mayor Kim Mi-kyung) announced that it will operate the ‘Civil Petition Guardian System,’ which designates public officials as guardians to handle difficult civil petitions together with residents.

The ‘Civil Petition Guardian System’ is a system that helps ensure ‘one-visit resolution of civil petitions’ by having administrative experts guide and consult on complex petitions involving various permits and approvals.

Eunpyeong-gu appoints six grade-6 public officials at the team leader level with extensive administrative experience as guardians to support the prompt processing of civil petitions.

The civil petition guardians will provide support such as consulting with petitioners on overall petition processing methods, supplementing petition documents, and guiding them through the processing procedures and results.

The target petitions include ▲complex petitions involving multiple departments ▲permits and approvals requiring more than seven days ▲petitions with complicated processing procedures.

Additionally, guardians can be designated upon request from petitioners such as persons with disabilities and the elderly.

Eunpyeong-gu expects to enhance civil petition satisfaction by providing demand-oriented customized administrative services that save time and costs for petitioners through the operation of the Civil Petition Guardian System.
