County Governor Myeong Hyun-gwan Visits National Assembly to Emphasize Need for Educational Institut

As the amendment to the Special Act on Corporate City Development, actively promoted by Haenam-gun, Jeollanam-do, passed the National Assembly on the 25th, it has become possible to establish elementary and secondary international schools within the Solar City corporate city.


According to the county on the 29th, foreign educational institutions that could be established within the corporate city development zone had been limited to institutions of university level or higher, but this amendment expanded the scope to include elementary, middle, and high school educational institutions.


The establishment of elementary and secondary international schools is expected to be a groundbreaking opportunity for revitalizing the corporate city by improving the educational environment, increasing the influx of population, and enabling stable settlement.

Haenam-gun has emphasized the need for institutional improvements to revitalize the corporate city, with County Governor Myeong Hyeon-gwan personally visiting the National Assembly to actively propose the necessity of the legal amendment.


Governor Myeong Hyeon-gwan welcomed the amendment, saying, “To revitalize the corporate city, it is essential to improve settlement conditions, and as a result of continuously proposing the expansion of requirements for establishing educational institutions, we have achieved this legal amendment. Once the international school is established, it is expected to have a significant effect on the influx and settlement of families of employees within the corporate city.”


The Solar City corporate city will be constructed as a self-sufficient city with a population of 36,600 by 2030, on a site of 20.89 million square meters (6.32 million pyeong) in the Guseong-ri area of Sani-myeon, with a project cost of 1.44 trillion KRW.


Various public-private investment attractions are actively underway, including a 500,000-pyeong RE100 industrial complex, a photovoltaic integration complex, a 340,000-pyeong Hwaweonsan industrial complex offshore wind power equipment cluster, a global data center park, a carbon-neutral cluster, and a regional hub smart city development project.


Haenam-gun expects that more than 10,000 new jobs will be created solely in the RE100 dedicated industrial complex in Solar City corporate city and the nearby Hwaweonsan industrial complex offshore wind power hinterland.

Attention is also being paid to the creation of residential areas and complex cultural spaces within the Solar City corporate city. The complex cultural space, Sani Jeongwon, opened in April this year, and additionally, 14,600 housing units including high-end apartments will be developed.


Last year, an investment agreement was also concluded for the construction of a general hospital and a complex medical town within the corporate city. With the increased possibility of establishing an international school, it is evaluated that a concrete blueprint for the settlement environment of the corporate city aiming to be a self-sufficient advanced city has been completed.


Governor Myeong Hyeon-gwan said, “If educational institutions, which are essential settlement infrastructure, are established in the Solar City corporate city where investment attraction is continuously occurring, it is expected that the outline of a prestigious self-sufficient city will become clear. We will spare no administrative support for attracting and operating international schools in connection with government contests such as the designation of an education development special zone.”
