Creation of 'Open Urban Green Space' at 40-Story Office Facility in Dongja-dong, Yongsan-gu, Opposite Seoul Station

A green ecological space in the Dongja-dong area of Yongsan-gu, Seoul, is set to be developed into a 40-story office building.


Yongsan-gu, Seoul (District Mayor Park Hee-young) has prepared the "Dongja-dong 2nd District Urban Maintenance-type Redevelopment Project Maintenance Plan Amendment (Draft)" for the area of Dongja-dong 15-1 (10,533㎡) and began public inspection and announcement on the 26th. The amendment includes changes to secure green spaces within the city and will collect residents' opinions until the 28th of next month.


The Dongja-dong 2nd District was first designated as a redevelopment zone in November 1978 and received management disposition plan approval in September 2020. In August 2022, considering changes in conditions due to COVID-19, the main use was changed from lodging facilities to office facilities.


This public inspection announcement was made following the submission by the project implementer in November 2023 of a maintenance plan amendment (draft) applying floor area ratio incentives according to the "2030 Seoul City Urban and Residential Environment Maintenance Basic Plan." The building area on the site was reduced, and open green spaces and public open areas were secured on the lower floors, resulting in relaxed floor area ratio and height restrictions.


The maintenance plan amendment (draft) sets the floor area ratio at 1327% or less, height at 183 meters or less, and designates one building for office and retail facilities, allowing for a 40-story building to be constructed above ground.


According to the amendment (draft), more than 45% of open green space and more than 35% of public open areas will be secured, creating an urban green space linked to the ecology and environment around Namsan. Through this, the public open areas on the lower floors will function as outdoor resting spaces and pedestrian pathways, while office facilities with green spaces where nature can be experienced will be installed on the upper floors.


In particular, the district plans to create a large-scale open landscape between buildings connecting Seoul Station and Namsan, as the site is located directly opposite Seoul Station. It is expected to be reborn as a pleasant urban space where tree forests blend between buildings.


After this public inspection announcement, the district will proceed with resident briefings and hearings of opinions from the Yongsan District Council before submitting the plan for review to the Seoul City Urban Planning Committee. The maintenance plan amendment (draft) can be viewed on the Yongsan District Office website and is also available for inspection at the district office's Urban Planning Division.


Park Hee-young, Mayor of Yongsan-gu, said, "The Dongja-dong site is located opposite Seoul Station, which will be expanded into a massive transfer station with six subway lines, KTX, and conventional railways passing through," and expressed expectations, saying, "If a building embracing Namsan is constructed in this super transit-oriented area, it will become a new landmark of Yongsan."
