'What to Do in Welfare Field Situations'... Seoul City Distributes Consulting Cases

Cases Including Responses to Excessive Guardian Complaints and More

A collection of case manuals, including response guidelines for crisis cases in public welfare sites that are difficult for public officials to handle alone, has been prepared.


The Seoul Welfare Foundation announced on the 29th that it has produced a case collection to share consulting content on crisis cases such as child abuse, long-term civil complaints, and protection of elderly dementia patients, and distributed it to all 425 community service centers in Seoul.

The welfare field response consulting is a project where more than 30 experts, including social welfare officials with over 15 years of welfare work experience and specialists in fields such as mental illness and domestic violence, provide advice on welfare issues. The foundation supported a total of 255 consultations over three years starting from 2021.


This casebook includes 10 selected cases from the past year conducted through online consulting. It contains information that practitioners can refer to when intervening in difficult crisis cases such as monitoring welfare recipients, responding to civil complaints, handling welfare administration tasks including cases of fraudulent receipt of social welfare benefits, and intervening with individuals with mental illness or dementia.


The foundation explained that it aimed to strengthen the response capabilities of public welfare field practitioners by including various field know-how such as ▲monitoring methods by community service centers when basic livelihood security recipients become unreachable ▲response measures when recipients’ guardians make excessive complaints or threats ▲case management of suspected mental illness recipients with limited public support.


Welfare field response consulting can be applied for through the Shared Welfare Platform operated by the Seoul Welfare Education Center within the Welfare Foundation. The case collection can also be downloaded as a PDF file from there.


Lee Su-jin, head of the Regional Welfare Division at the foundation, said, "Recent crisis cases in the welfare field are often complex, such as suicide attempts, dementia, and unconnected individuals, and are difficult for public officials to handle alone." She added, "We hope that the consulting cases included in the collection will help in responding to and setting intervention directions for various crisis cases occurring in the welfare field."
