Successful Housing Redevelopment with Former Public Support, Supplying Over 5,000 Units in Aging Downtown
Acceleration of Projects Including Sindang 10 District and Near Aksu Station Urban Public Complex
Visible Movement to Build Long-Term Lease Housing Near Stations in Two Local Areas
Providing high-quality housing supply within the city center has long been a challenge for Seoul.
Jung-gu (District Mayor Kim Gil-seong) is unraveling this issue by taking the lead in active public support for housing redevelopment projects. Considering the redevelopment projects that began to gain momentum last year, it is expected that at least 5,000 households will be sequentially supplied to the city center starting from four years later.
Above all, 84% of the supply will be concentrated along Dasan-ro and Sindang-dong areas, where 70% of Jung-gu residents live. The tangible effects of residential environment improvement, infrastructure expansion, and urban regeneration will become even more pronounced.
The hottest redevelopment zone currently is Sindang 10 District. It received approval for the establishment of the association at the end of last year, and this year plans to proceed sequentially with the selection of partner companies and contractors, as well as project implementation approval. As the first area in Jung-gu to receive public support for redevelopment projects, it surprised the industry with miraculous achievements such as surpassing a 75% consent rate for association establishment in just 36 days and taking only six months from designation of the redevelopment zone to approval of association establishment. The district accelerated the project with an unprecedented promotional strategy.
In particular, Sindang 10 District holds special significance as Seoul City's first target site for the New Town Planning Project and the first directly established association. It will consist of 1,423 households in 13 buildings with 35 floors above ground, aiming for construction to start in 2026.
Jungnim-dong 398 area is a latecomer. It secured the 75% consent rate required for direct association establishment in November last year. Jung-gu plans to focus public support here by applying the successful know-how from Sindang 10 District. Currently, it is in the preparatory stage of a resident consultative body for direct association establishment. The plan includes 791 households in 6 buildings with 25 floors above ground.
Near Yaksu Station (Sindang-dong 346 area), the Urban Public Complex Project has taken root. This redevelopment project, led by LH, involves constructing public housing, retail facilities, and office spaces in low-rise residential areas within the city center. Since it is managed by the public sector, regulatory relaxation and procedural simplification are possible, speeding up the project.
Jung-gu recommended this area to the Ministry of Land, Infrastructure and Transport, leading to its selection as a project site in 2021. Subsequently, a groundbreaking zoning height increase was confirmed, laying the foundation for development, and LH held an official project briefing session in December last year. On the 16th of this month, residents held their own performance-sharing meeting to reaffirm their commitment to the project's success. Currently, the district designation is being prepared. A complex of 1,616 apartment units will be constructed.
The redevelopment progress is most advanced in Sindang 8 District. It is preparing for approval of the management disposition plan with the goal of starting construction next year. The district is supporting the project to proceed on schedule by halving the approval processing time and actively preventing conflicts. A total of 1,213 households will be supplied in 16 buildings with 28 floors above ground.
Additionally, although not yet on the main track, there are movements to build long-term rental housing near the station areas. Sindang-dong 741 area (443 households) and Sindang-dong 123-1 area (1,075 households) are in the planning stage for redevelopment.
Jung-gu will hold a meeting with redevelopment association heads and related residents in the district at 4 p.m. on the 31st in the district office’s planning situation room. They will share last year’s best practices, provide guidance on changed policies, and exchange opinions. Furthermore, they will urge transparent and prompt project implementation.
Kim Gil-seong, Mayor of Jung-gu, said, "Last year, Jung-gu prioritized understanding residents’ perspectives and presented a new paradigm for public support in redevelopment projects. This year, we will not loosen our grip on public support to ensure redevelopment maximizes residents’ benefits without conflict and enhances the value of the city."
