Seoul Maintenance Project Implementation Approval Introduces 'Integrated Review'... Reduced from 2 Years to 6 Months

One-Time Review for Approval of Project Implementation Plans
Including Redevelopment, Reconstruction, and Redevelopment District Projects

The Seoul Metropolitan Government has established an 'Integrated Review Operation System' that processes various reviews required at the project implementation plan approval stage of redevelopment projects all at once. This will reduce the review period, which usually takes about two years, to as short as six months.

On the 21st, Seoul announced that it will operate the Redevelopment Project Integrated Review Committee to prevent unnecessary changes to project plans and reduce project delays and costs caused by individual reviews.


Redevelopment projects proceed in the order of 'designation of redevelopment zone → establishment of association → approval of project implementation plan → management disposition → relocation and demolition → commencement and sale → completion and move-in.'


After establishing the association, it usually took about two years to obtain approval for the project implementation plan through individual reviews such as traffic impact assessment, architectural and landscape reviews, and various impact assessments.


Until now, some review processes such as architectural and landscape reviews have been operated in an integrated manner, but this time, the integration has been expanded to include environmental impact assessments, educational environment assessments, urban management plans (redevelopment plans), and urban park creation plan reviews.


The integrated review applies to all redevelopment projects under the Urban and Residential Environment Improvement Act (housing and urban redevelopment and reconstruction). It also includes single-family housing reconstruction and redevelopment projects within redevelopment promotion districts.


When a project implementer submits the required documents to the autonomous district office to apply for a review, the district mayor requests the city to submit the integrated review after prior consultation with related departments (agencies).


The Integrated Review Committee operates with about 25 experts selected from a pool of approximately 100 members in various fields. The committee plans to hold regular meetings twice a month.


The integrated review applies to redevelopment zones where project implementers newly apply for reviews to autonomous districts after the amended Urban and Residential Environment Improvement Act came into effect on the 19th. Cases that received or submitted individual reviews before the effective date will proceed according to the existing review procedures.


Han Byung-yong, Director of the Seoul Housing Policy Office, said, "We will operate the integrated review thoroughly to increase citizen satisfaction through one-stop reviews up to project implementation approval and to improve the residential environment, including the supply of quality housing."
