Laying the Foundation for New Changes and the Future of Gangseo... Jin District Mayor: "Will Devote All Efforts to Solving Local Issues"
Jin Gyo-hoon, Mayor of Gangseo District, Seoul, is explaining the direction of district administration and key projects for this year to residents at the '2024 New Year's Meeting' held at the Gangseo Community Center on the 9th.
On October 11 last year, Jin Gyo-hoon, who was elected as the Mayor of Gangseo District, Seoul, by an overwhelming margin of 17.15 percentage points over his opponent in the by-election, marked his 100th day in office on the 19th.
Instead of holding an inauguration ceremony, Mayor Jin chose to visit sites related to public welfare. From his first day in office, he toured five locations including the candidate site for the Guro 2-dong Urban Public Housing Complex Project, the safety education center construction site, and the integrated control center.
He visited public welfare sites daily, attentively listening to residents' voices and closely examining their livelihoods. He has been tirelessly working with the residents' convenience and happiness as his top priority.
Mayor Jin set the ultimate goal of creating a “city where people want to live and enjoy living,” where all residents equally benefit from various district achievements and services in housing, education, welfare, and more, within sustainable development. To this end, he adopted the slogan for the 8th elected term: “A future added together, Gangseo shared together.”
Among the five major district administration goals, Mayor Jin presented “Balanced Development City,” which enhances the value of both the old and new downtown areas, as the first priority.
While establishing a comprehensive plan to revitalize the old downtown, he is focusing on discovering candidate sites for various types of housing redevelopment projects such as street housing maintenance projects and Moa Town to increase the effectiveness of redevelopment efforts.
Additionally, a “Redevelopment and Reconstruction Support Center” has been established to support maintenance projects in aging low-rise residential areas in the old downtown, including Hwagok-dong, Deungchon-dong, and Banghwa-dong. Plans are also underway to prepare maintenance measures for semi-industrial areas within the district.
To boost the momentum of redevelopment projects, full efforts are being made to expedite the relaxation of height restrictions at Gimpo Airport. To respond more professionally and systematically, aviation and legal experts have also been added.
Mayor Jin emphasized, “We will work closely with neighboring local governments to promptly advance the long-awaited height restriction relaxation and accelerate redevelopment and reconstruction projects, thereby achieving balanced development between the old and new downtown areas.”
Mayor Jin is also leading efforts to establish effective support measures for victims of lease fraud, which mainly occurred in the old downtown area.
He has implemented the nation’s first “Comprehensive Survey on Lease Fraud Victims,” provided support for litigation costs to recover lease deposits, offered education on legal procedures, and opened online and offline communication channels for two-way communication as part of the support measures.
Creating a “Safe and Secure City” where everyone feels comfortable is also one of Mayor Jin’s key administrative goals.
He transformed Hwagok 1-dong into a crime-safe living design village by applying Crime Prevention Through Environmental Design (CPTED) throughout the neighborhood, allowing residents to feel safe even at night.
Safety infrastructure is being established, including the operation of a digital disaster safety control room, creation of safe routes home, additional installation of security CCTV in densely populated multi-family housing areas, alleys, major parks, and trails, and expansion of smart security lighting. The construction of a safety education center to enhance crisis response capabilities for everyday accidents and disasters is also progressing smoothly.
The third goal is to create a vibrant “Future Economic City.” Mayor Jin demonstrated his commitment to rapid regional development by approving all projects related to the redevelopment of the CJ factory site in Gayang-dong, a key local issue with a total project cost of 4 trillion won.
Mayor Jin stated, “We will build Gangseo’s future new economic axis connecting the Gimpo Airport Innovation Zone, Magok MICE Complex, and the CJ factory site in Gayang-dong, while implementing policies that coexist with small business owners through expanded issuance of local gift certificates and support for market development.”
He is also focusing on creating a “Welfare and Health City” where everyone can be happy together. Mayor Jin significantly expanded senior citizen jobs by more than 1,000 compared to last year.
He is also planning to increase the number of meals provided to seniors according to the facilities and characteristics of each senior center.
In particular, to expand leisure and social activity opportunities for seniors, plans are underway to build a comprehensive senior welfare center and a welfare center for the disabled to support their true independence.
As the final administrative goal, Mayor Jin proposed an “Education and Culture City” where all residents can dream and enjoy.
He plans to establish the Cheongcheong Future Education Center for youth career and job experience, and an Eco School where environmental education such as carbon neutrality can be experienced.
Additionally, care infrastructure such as neighborhood care centers, toy libraries, communal childcare rooms, and Seoul-style kids cafes will be gradually expanded.
Mayor Jin Gyo-hoon said, “The past 100 days have been a time dedicated to laying the foundation for new changes and the future of Gangseo. Through selection and concentration, I will devote all my efforts to swiftly resolving the core tasks that realize the district administration goals.”
