Dobong-gu Bukhansan Altitude Zone Passes Comprehensive Revision Review After 34 Years

Dobong-gu (District Mayor Oh Eon-seok) is finally undergoing a comprehensive revision of the altitude district around Bukhansan Mountain for the first time in 34 years.


On January 17, 2024, Seoul held the 1st Seoul Metropolitan City Urban Planning Committee meeting and 'amended and approved' the “Land Use District (Altitude District) Decision (Change) (Draft)” containing the relaxation measures for the Bukhansan altitude district.


Seoul City and Dobong-gu announced the 'New Altitude District Plan (Draft)' in June last year and actively collected opinions from local residents and the City Council from July to December, incorporating additional relaxation measures.


With this amended approval, the first-class general residential areas within the altitude district can now be relaxed up to a maximum height of 45m, similar to the second-class general residential areas, through Seoul City committee review according to Seoul’s landscape management guidelines when promoting redevelopment projects.


For first-class general residential areas that overlap with the altitude district and have been ineffective, designation as an altitude district will be lifted and regulations simplified.


Meanwhile, the relaxation of the maximum building height to 28m for second-class general residential areas during individual building construction remains as announced in June last year.


Accordingly, areas such as Ssangmun-dong 494-22 and 524-87, which were selected as Moa Town target sites in June 2022 and had been advancing projects expecting only altitude district relaxation, will now be able to build up to a maximum height of 45m, accelerating project progress.


Following the review results, Seoul City plans to conduct a re-notification and consultations with related departments in February and officially announce the decision within the first half of this year.


Oh Eon-seok, Mayor of Dobong-gu, said, “This comprehensive revision of the altitude district will be a turning point for improving the aging residential environment,” and added, “We will closely communicate with residents to ensure that projects within the altitude district proceed smoothly and swiftly.”
