Abolition of the Overseas Culture and Publicity Agency, an Affiliated Institution

The Ministry of Culture, Sports and Tourism is incorporating the Overseas Culture and Publicity Agency, an affiliated institution, into the Ministry's internal organization.

Accordingly, a new International Cultural Promotion Policy Office will be established to continue the work of the Overseas Culture and Publicity Agency.


On the 17th, the Ministry of Culture, Sports and Tourism and the Ministry of the Interior and Safety announced the legislative notice of the "Partial Amendment to the Enforcement Rules of the Organization of the Ministry of Culture, Sports and Tourism and Its Affiliated Institutions." The public notice period for the amendment is until the 24th.


According to the amendment to the enforcement rules, the Ministry of Culture, Sports and Tourism will abolish the Overseas Culture and Publicity Agency, an affiliated institution, and establish the International Cultural Promotion Policy Office within the Ministry to comprehensively coordinate international cultural exchange policies and strengthen overseas publicity functions.


The International Cultural Promotion Policy Office will be structured with a director and two officers: the International Cultural Policy Officer and the Overseas Publicity Policy Officer. It will include the International Cultural Policy Division, Hallyu Support and Cooperation Division, International Cultural Projects Division, Overseas Publicity Planning Division, Overseas Publicity Content Division, Overseas Media Cooperation Division, and Overseas News Analysis Team.


The Hallyu Support and Cooperation Division of the Ministry's Content Policy Bureau and the International Culture Division of the Cultural Arts Policy Office will be reorganized under the International Cultural Promotion Policy Office.


The Overseas Culture and Publicity Agency was established in 1971 as the Overseas Publicity Office under the Ministry of Culture and Public Information and celebrated its 50th anniversary in 2021.


As an institution that promotes Korean culture worldwide and expands international cultural exchange, it operates 35 cultural centers and 7 cultural publicity offices in 34 countries around the world. Through the online service Korea.net, it has introduced various information related to Korea and played a role in enhancing the national image.


This organizational reform was promoted with the intention of Minister Yoo In-chon bringing the work of the Overseas Culture and Publicity Agency into the Ministry to strengthen the overall international functions.


At the expanded heads of affiliated institutions meeting on the 17th, Minister Yoo said, "The Overseas Culture and Publicity Agency is scheduled to be incorporated into the Ministry of Culture, Sports and Tourism," and requested that other affiliated institutions also center their international exchange work here.


The amendment includes personnel increases to strengthen safety management of performance venues, enhance exports in the publishing sector, and promote the establishment of the National Korean Literature Museum and the National Design Museum, as well as some adjustments to the division of duties within the Ministry's subordinate organizations.
