Dongdaemun-gu Selected as Preliminary Candidate for Carbon Neutral City by Ministry of Environment

Dongdaemun-gu (District Mayor Lee Pil-hyung) announced on the 15th that it has been selected as a preliminary candidate site for a Net-Zero City in accordance with the government's New Growth 4.0 strategy.

According to the Carbon Neutrality Basic Act, a Net-Zero City is a city that spatially implements carbon neutrality by utilizing related plans and technologies. Carbon neutrality means reducing greenhouse gas emissions such as carbon and creating an environment that can absorb as much as is emitted, thereby making greenhouse gas emissions '0'.

This project is one of the 15 major projects under the government's New Growth 4.0 strategy, promoted by the Ministry of Environment, with a project period until 2030. If selected as the final target site for a Net-Zero City, the local government will lead and the private sector will participate to establish a carbon-neutral implementation city model tailored to the local conditions. The scale of support will be finalized after the establishment of a basic plan for each local government.

In May, Dongdaemun-gu submitted a letter of intent to participate in the Net-Zero City creation project to the Ministry of Environment, and after an in-depth interview survey in November, it was selected as a preliminary candidate site for a Net-Zero City. A total of 98 local governments nationwide submitted letters of intent, of which 39 were selected as preliminary candidate sites, including Dongdaemun-gu and Nowon-gu in Seoul.

The Ministry of Environment plans to receive project promotion plans for the Net-Zero City by the end of June, conduct a first round of document evaluation and on-site inspection, a second round of proposal presentations, and decide the final target site in September through a competition.

To be finally selected as a Net-Zero City, Dongdaemun-gu will conduct expert research in the environmental field, establish a cooperative system with the Dongdaemun-gu Carbon Neutral Support Center, discover new Dongdaemun-gu-type carbon neutrality policy projects, and establish the final project plan.

Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, “Due to the recent rapid increase in disaster risks caused by climate change and environmental issues threatening public safety, the transition to a carbon-neutral society is urgent. We will meticulously establish the project plan to ensure that Dongdaemun-gu is selected as the final target site for the Net-Zero City creation project and take a leading role in creating a carbon-neutral city together with the community and residents.”
