Among Four Level 6 Employees, One Ranked First for Promotion... "Not True, There Was Originally Only One Candidate"
Uiryeong County announced a statement on the 10th condemning the unilateral and disruptive personnel promotion to Grade 5 administrative officer carried out by the chairman of the Uiryeong County Council and urging its withdrawal.
Regarding the county's statement, Kim Gyu-chan, chairman of the Uiryeong County Council, said, “The candidate for promotion within the Uiryeong County Council has worked as a Uiryeong County public official for 21 years, spending about 10 years at Grade 6, and has demonstrated outstanding ability by working in various departments such as the Administration Division at the county office. Among the four Grade 6 staff in the council’s administrative department, he was the top candidate for promotion,” asserting that there is no problem.
The county issued a rebuttal stating that Chairman Kim Gyu-chan’s position is inconsistent with the facts.
◆ Chairman Kim claimed that the promotion candidate was the top candidate among the four Grade 6 staff in the council’s administrative department and that all four candidates underwent review by the Uiryeong County Council Personnel Committee before being selected as the promotion candidate.
At that time, the four Grade 6 employees in the Uiryeong County Council consisted of two administrative staff and two technical staff. According to the “Uiryeong County Local Government Officials Quota Ordinance Enforcement Rules,” technical staff are fundamentally ineligible for promotion to Grade 5 (as there is no Grade 5 quota for the technical staff series), and the candidate did not meet the minimum required service period of 3 years and 6 months for Grade 5 promotion as of the promotion decision date.
Among the two administrative staff, one also did not meet the minimum required service period for promotion, leaving only one eligible candidate for Grade 5 promotion. The personnel announcement on December 27, 2023, naming one administrative staff member as the Grade 5 promotion candidate was confirmed to be a personnel decision favoring a specific individual.
◆ Regarding the claim that the promotion candidate had been at Grade 6 for about 10 years, the county’s statement clarifies that the candidate has actually served for 8 years and 6 months, and the chairman’s claim of about 10 years does not align with the facts.
◆ The claim that the candidate worked in various departments such as the Administration Division at the county office is also inaccurate. At Grade 6, the candidate served as Planning and Budget Officer for 1 year and in the Resident Life Support Division for 6 months, totaling only 1 year and 6 months. The candidate’s work in the Administration Division was limited to 2 years during the Grade 9 period.
The county stated that the chairman’s response is an attempt to evade responsibility for the disruptive personnel decision and is nothing more than a poor excuse inconsistent with the facts, strongly urging once again the withdrawal of the disruptive personnel promotion.
Earlier on the 10th, the county held a press conference in the county office meeting room with Deputy County Governor Ha Jong-deok and public officials, immediately urging the withdrawal of the Grade 5 administrative officer promotion carried out by Chairman Kim Gyu-chan for a specific public official within the council.
