12 Cases of Illegal Prescription of Narcotics Using Deceased Persons' Names Detected at Gangnam Hospital

Audit Board Inspects 23 Locations Including Hospitals and Pharmacies in 14 Seoul Districts

A case was uncovered where someone used the identity of a deceased person to obtain prescriptions for psychotropic drugs and then delivered them to the deceased person's daughter.


The Board of Audit and Inspection announced on the 11th that it had detected 12 violations of the Narcotics Control Act after inspecting 23 medical institutions, including hospitals and pharmacies, in 14 districts of Seoul from March 30 to May 19 last year.


According to the Board of Audit and Inspection, Mr. A used the identity of his deceased acquaintance Mr. B, who died in 2019, to receive prescriptions for four psychotropic drugs on four occasions at a psychiatric clinic in Gangnam-gu, Seoul. Mr. A stated that he delivered the four psychotropic drugs to Mr. B's daughter, Ms. C, which requires further investigation.


The audit results confirmed two cases where prescriptions were obtained by using the identity of deceased persons, four cases suspected of identity theft of deceased persons, and six cases where prescriptions were issued to individuals with the same name as the deceased but with incorrect resident registration numbers entered, or where some items were not updated and reports were delayed.


By district, Gangnam-gu had the highest number of violations at medical institutions with three cases, followed by Gangbuk-gu and Jung-gu with two cases each, and Gwangjin-gu, Mapo-gu, Yangcheon-gu, Yeongdeungpo-gu, and Yongsan-gu with one case each, totaling 12 cases.


The Board of Audit and Inspection explained, "Since 2020, due to the international public health crisis of COVID-19, Seoul City has not inspected the appropriateness of narcotics management," and "Seoul City was notified to file complaints (request investigations) and take administrative actions regarding the 12 violations of the Narcotics Control Act, and the corrective measures have now been completed."
