The keyword of Kim Seong-jin, the preliminary candidate for the National Assembly member of Gwangsan-gu (Eul), Gwangju Metropolitan City, for his fifth pledge is ‘child’.


On the 10th, Candidate Kim announced the ‘Welfare Project Without Blind Spots for Comfortable Children and Mommies (Parents).’

He stated, “Our country’s total fertility rate is 0.7, breaking not only the lowest record in history but also the world record,” and emphasized, “For the future of the country, an active population policy must be implemented, and among them, the most urgent task is to create an environment that is good for having and raising children.”


He intends to create conditions for stable child-rearing without blind spots through the Comfortable Children and Mommies Project.


As the first step of the Comfortable Children and Mommies Project, Candidate Kim said, “If a parent responsible for child support, such as in cases of divorce, does not fulfill this obligation, stable child-rearing becomes difficult,” and proposed, “Above all, we will establish a national subrogation system for child support to ensure an economically stable child-rearing environment.”


Furthermore, he explained, “As a concrete measure to specify the subrogation system, we will promote the Child Support Advance Payment Act and establish the Children and Mommies Bank, which will advance child support payments decided by the court and enable collection from parents who fail to comply.”


He also presented a specific plan, saying, “Even during trials, through the Children and Mommies Bank, we will minimize economic difficulties by providing long-term low-interest emergency child-rearing loans.”


Secondly, he announced, “For the first time in Gwangju, we will attract a specialized children’s hospital capable of treating not only pediatric emergencies but also severe diseases, so that children will not have to wander around hospitals when they are sick.”


Candidate Kim expressed, “In cases of pediatric emergencies and severe diseases, there are unfortunate situations where treatment is delayed due to searching for medical staff and hospitals,” and stressed, “It is necessary to establish a specialized children’s hospital in Gwangsan, where the proportion of children is the highest in Gwangju.”


He also pointed out the issue of blind spots in childcare, saying, “We will build regional emergency 24-hour care centers to ensure there are no care gaps for infants and elementary school students.”


Specifically, he proposed, “We will designate local daycare centers as regional hub-type centers and support operating expenses, labor costs, and personnel so that any child in the area can use emergency care services at night when needed, and we will promote the establishment of such a system.”


He particularly said, “For nighttime care, we will secure personnel with high childcare and nurturing experience in the local community to provide stable and high-quality care services by establishing a system.”


He added, “Above all, for the quality of service to be guaranteed, care institutions and workers must be happy to provide stable services,” and emphasized, “We will also improve the difficulties faced by the relevant institutions and workers.”


He concluded, “Since the future of children is directly linked to the future of the Republic of Korea, it is important for the state to take responsibility so that our children can grow up healthy, safe, and happy,” and added, “This foundation will ultimately be the direct and effective solution to the low birthrate problem.”
