US Imposes 2.69% Anti-Dumping Duty on Korean Tinplate Products... 2.69% Tariff on TCC Steel

The Main Targets of Anti-Dumping Measures Are Products from China

The United States has imposed anti-dumping duties exceeding 120% on Chinese tinplate (steel products coated with tin). South Korea was excluded from the preliminary determination in August last year but was included in the final determination list this time.


On the 5th (local time), the U.S. Department of Commerce announced its final determination that companies from Canada, China, Germany, and South Korea have unfairly priced tinplate products and dumped them into the U.S. market, and announced the tariff rates to be imposed on products from these countries.


The Department of Commerce set the highest anti-dumping duty rate of 122.52% on Chinese tinplate products among the countries. Other rates are 5.27% for Canada, 6.88% for Germany, and 2.69% for South Korea.


Although South Korea was excluded from the tariff imposition in the preliminary determination announced by the Department of Commerce in August, a 2.69% tariff was imposed on TCC Steel in the final determination. The Department explained that during the verification process of data submitted by companies after the preliminary determination, one Korean company submitted corrected data, which changed the calculation method and led to the dumping ruling.


Additionally, the Department of Commerce determined that the Chinese government provides subsidies and imposed countervailing duties of 649.98% on Baoshan, China’s largest steel company, and 331.88% on other Chinese companies.


The U.S. anti-dumping duty imposition process consists of two parts: an investigation of unfair trade practices by the Department of Commerce and an investigation by the U.S. International Trade Commission (USITC) into whether domestic industries have been harmed.


The tariff rates announced by the Department of Commerce this time will be actually imposed after the USITC determines that the U.S. steel industry has suffered material injury or is threatened with such injury due to dumping by the investigated foreign companies.
