Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it has completed the establishment of an intelligent multi-crowd safety management system for rapid disaster response and prevention of safety accidents.
This is to flexibly respond to disasters such as floods and wildfires and to prevent safety accidents caused by large crowds regardless of whether the event is hosted or organized by the district.
The main features include ▲ establishment of a mobile (vehicle-type) disaster safety control room ▲ installation of new CCTV for density analysis and operation of the analysis system ▲ installation of outdoor electronic display boards and emergency broadcasting systems for crowd management.
First, the district established the nation’s first “mobile disaster safety control room” using vehicles to analyze and transmit real-time situations and respond on-site.
When an incident occurs, the 3-meter-high CCTV mounted on the dispatched vehicle films the scene and immediately monitors it in real time. Real-time on-site footage is also shared with the Nowon-gu Integrated Control Center to quickly respond to dangers. Real-time sharing of drone footage as well as on-site mobile phone videos is possible, enabling immediate response to safety accidents. Warning broadcasts can also be made through speakers on the vehicle.
The mobile disaster safety control room has the advantage of rapid response not only to accidents involving large crowds but also to disasters and calamities. It is also useful for responding to accidents occurring in blind spots without CCTV coverage.
Along with this, new intelligent CCTVs have been installed and a multi-crowd density analysis system is being operated. The target area is the Nowon Station Nohae-ro festival section (approximately 600m from Lotte Department Store to Full Gospel Church, 24,300㎡), where large crowds gather for Nowon’s representative festivals such as “Dancing Nowon,” “Children’s Day Festival,” and “Car-Free Street Event.”
Through on-site inspections, eight CCTV blind spots were improved and 16 intelligent cameras were installed. The intelligent cameras precisely analyze the number of people per square meter and pedestrian flow to calculate crowd density (normal, caution, alert, critical) and automatically determine it in real time. When the alert stage is reached, the information is immediately transmitted to the Seoul safety network service, 112 and 119 control rooms, and related agencies.
Six 52-inch outdoor electronic display boards have been installed around Nowon Station to conduct emergency broadcasts. Under normal circumstances, they broadcast district promotional videos, and in emergencies, they display real-time crowd density to disseminate the situation. This is to make the crowd aware of the risk caused by crowd density and encourage dispersal.
The outdoor electronic display boards are equipped with an emergency broadcasting system that allows voice warnings even during noisy festivals. For emergencies, two-way communication is also possible.
Additionally, the district has established step-by-step action plans for crowd accidents to ensure a rapid response system and conducts regular test operations through trial broadcasts and coordination tests with related agencies.
Meanwhile, the district has secured a budget of 1.9 billion KRW next year for CCTV installation, plans to install 480 intelligent CCTVs, and expand fixed CCTVs to about 3,200 units.
Oh Seung-rok, Mayor of Nowon-gu, said, “Information science technology is being widely utilized to ensure urban safety,” and added, “We will do our best to ensure the safety of residents so that there are no safety blind spots, including accidents involving large crowds.”
