Im Seong-hwa, a member of the Gwangju Metropolitan City Seo-gu Council, proposed on the 20th that "we need to consider ways to utilize the Yudeok-dong detention basin, which has been left unused without functioning properly, as cultural facilities or other purposes."
On the same day, Councilor Im delivered a 5-minute free speech during the 3rd plenary session of the 2nd regular meeting of the 317th session.
Councilor Im explained, "The detention basin has been neglected for over 10 years, failing to serve its flood control function and instead increasing harm to residents due to grass and mosquitoes."
He suggested an alternative, saying, "There is a way to maintain the flood control function of the detention basin while utilizing the land for parking lots or cultural facilities through multifunctional use, as seen in leading cases such as Seoul and Incheon."
He added, "When applying for the Ministry of the Interior and Safety's 'New Project for Rainwater Runoff Reduction Facilities' contest, the district can proceed with the project without using any district funds, with 50% of the budget covered by national and city funds respectively."
