Leading Role as Youth Spokesperson... Engaging in Vigorous Legislative Work
Yoo Chang-hoon, a member of the Mokpo City Council (Mokwon, Dongmyeong, Manho, Yudal), was honored with the ‘15th 2023 Local Council Member Manifesto Promise Award’ in the Good Ordinance category, hosted by the Korea Manifesto Practice Headquarters (hereinafter referred to as the Manifesto Headquarters).
In particular, Yoo Chang-hoon is the only local council member nationwide to receive the award for two consecutive years.
The Manifesto Promise Award selects recipients annually from local council members across the country in two categories: ‘Pledge Implementation’ and ‘Good Ordinance,’ aiming to strengthen local council capabilities and build trust with residents.

This year, Councilor Yoo actively engaged in legislative activities by leading the proposal of ordinances such as the ‘Partial Amendment to the Basic Ordinance for Youth Development in Mokpo City,’ ‘Partial Amendment to the Ordinance Supporting Business Succession in Mokpo City,’ ‘Partial Amendment to the Ordinance on the Establishment and Operation of the Mokpo City Youth Job Integration Center,’ ‘Partial Amendment to the Ordinance on Support for Middle-aged and Older Adults in Mokpo City,’ and ‘Partial Amendment to the Ordinance on the Management of Outdoor Advertisements and Promotion of the Outdoor Advertising Industry in Mokpo City.’
Yoo Chang-hoon stated, “I am very honored and pleased to receive this award from the prestigious Manifesto Practice Headquarters for two consecutive years. Without being complacent about the achievements, I will fulfill my fundamental duty as a representative of the citizens of Mokpo and carry out council activities that take one step further for the warm and bright future of the citizens.”
Meanwhile, Yoo Chang-hoon gained attention as the youngest member of the 12th Mokpo City Council and, under the slogan “The heart of Mokpo is the old downtown,” has been doing his best for balanced regional development in Mokpo City. Through active legislative activities, he proposes a century-long plan for Mokpo where youth return by providing fair opportunities for young people, leading efforts to bring fresh winds and change.
