Implementation of the 5th Seasonal Fine Dust Management System Until March Next Year
10 Measures in 4 Areas: Transportation, Heating, Workplaces, and Exposure Reduction
Gangbuk-gu, Seoul (District Mayor Lee Soon-hee) will implement the "5th Seasonal Fine Dust Management Plan" until March 31 next year.
The Seasonal Fine Dust Management Plan is a system introduced in 2019 that focuses on reducing fine dust during the winter season (December to March), when high concentrations of fine dust frequently occur.
During the 5th Seasonal Fine Dust Management Plan period, the district will promote 10 measures across four sectors: transportation, heating, workplaces, and exposure reduction to reduce high concentrations of fine dust.
First, in the transportation sector, the district will enforce ▲emission and idling inspections of vehicles in operation ▲inspection of private vehicle inspection centers ▲special mileage points for passenger car mileage. The district plans to use measurement equipment such as video cameras to monitor emissions and idling, and inspect the status of vehicle safety and emission inspections at private vehicle inspection centers.
Additionally, among the 6,060 passenger car mileage members as of November 30, 2023, members who drive less than 50% (1,694 km) of their average mileage during the seasonal management period will receive mileage worth 10,000 KRW.
In the heating sector, the district will promote ▲distribution of eco-friendly boilers for households ▲special eco-mileage points ▲management of appropriate heating temperatures in large buildings. The eco-friendly boiler distribution project supports low-income groups such as basic livelihood security recipients and near-poverty classes with 600,000 KRW when replacing boilers with eco-friendly models.
Eco-mileage is a system that provides mileage differentially when reducing energy consumption such as electricity, city gas, and water. During the seasonal management period, households that reduce energy consumption by more than 20% compared to the average of the previous two years will receive an additional 10,000 mileage points.
Furthermore, the district will inspect compliance with heating temperature regulations for energy-intensive buildings with a total annual fuel, heat, and power consumption of 2,000 TOE (tons of oil equivalent) or more in the previous year.
In the workplace sector, the district will focus on managing 32 air pollutant-emitting workplaces, 20 dust-generating workplaces (with a total floor area of 1,000㎡ or more), and large construction sites with a total floor area of 10,000㎡ or more, checking for the installation of wheel washing facilities and dust prevention walls at construction sites.
In the exposure reduction sector, four high-pressure water trucks, four dust suction vehicles, and five street cleaning vehicles will be deployed to focus on roads such as Hancheon-ro, Dobong-ro, and Insu-bong-ro, and special indoor air quality inspections will be conducted at 23 multi-use facilities.
Last year, during the 4th Seasonal Fine Dust Management Plan (December 2022 to March 2023), the district distributed ▲2,402 eco-friendly boilers ▲provided special eco-mileage points to 2,240 people ▲provided special mileage points to 1,303 passenger car mileage members ▲inspected 18 air pollutant-emitting workplaces ▲conducted full inspections of 44 dust-generating workplaces ▲monitored 6,901 vehicles for emissions via video and inspected 175 idling vehicles.
Lee Soon-hee, Mayor of Gangbuk-gu, said, "Fine dust is a matter directly related to the safety of our residents," adding, "The district will actively participate in reducing fine dust through measures such as a two-shift system for staff and administrative/public institution vehicles during emergency fine dust reduction alerts, compliance with heating temperatures, and energy saving in winter."
