Jin Gyo-hoon, Gangseo District Mayor, "Will Devote All Efforts to Effective Special Law Revision"

Jin Gyo-hoon, Mayor of Gangseo District, Seoul, met with victims of jeonse fraud on the 5th and promised, “I will strongly urge the government and the National Assembly to amend the special law to establish fundamental solutions and measures to prevent recurrence.”


Mayor Jin said at the “Jeonse Fraud Victims Comprehensive Survey Results Report Meeting” held at the district office’s main conference room at 7:30 p.m. that day, “We have secured 100 million won in additional supplementary budget this year to support victims and plan to increase this amount next year, but it is far from sufficient for the district to support the victims on its own.”


The district held the report meeting to disclose the results of the “Jeonse Fraud Victims Comprehensive Survey,” the first of its kind nationwide, to the victims and gather their opinions.


About 100 people attended the meeting, including Mayor Jin, victims of jeonse fraud, and Ko Chan-yang, a Gangseo District council member who was the principal proposer of the ordinance supporting victims of jeonse fraud and damage.


The district disclosed the results of a survey conducted over five days starting November 20, targeting a total of 550 people: 489 victims approved by the Ministry of Land, Infrastructure and Transport and 61 who were not recognized as victims.


Along with this, they discussed current issues and improvement measures regarding the special law, such as exercising and transferring preemptive purchase rights, easing loan criteria for victims, and supporting legal consultations and litigation costs.


In particular, the district promised financial support to alleviate the economic burden on victims during prolonged litigation processes. They plan to partially support litigation costs through amendments to the jeonse damage ordinance.


Additionally, to reduce the psychological burden on victims facing difficulties in reporting jeonse fraud and exercising preemptive purchase rights during auction processes, the district plans to improve the legal consultation support system.


Time was also set aside to hear the voices of the victims. They appealed for ▲strong punishment of jeonse fraud perpetrators ▲education on electronic litigation law tailored to each case ▲and relaxation of victim recognition criteria.


Mayor Jin Gyo-hoon personally responded to all questions and suggestions from the victims, saying, “I will always stand by your side and do my best to prepare practical measures and effectively amend the special law.”
